The equitization plan for the Parent Company - Power Generation Corporation 2 has been approved by the Prime Minister under Decision No. 2229/QD-TTg dated December 26, 2020. EVNGENCO2 is the first and only state-owned enterprise whose equitization plan has been approved by the Prime Minister under Decree No. 126/2017/ND-CP and Decree No. 140/2020/ND-CP.
Throughout the implementation process, EVNGENCO2 closely coordinated with state management agencies, consulting firms, the State Audit Office of Vietnam, and relevant authorities to complete the determination of the enterprise value, address financial issues, finalize the equitization settlement, and fully complete the required documentation in accordance with regulations.
On July 24, 2026, the Members’ Council of Vietnam Electricity issued a decision approving the actual value of the State capital at the time the Parent Company - Power Generation Corporation 2 officially became a joint stock company (July 1, 2021), thereby providing the legal basis for completing the equitization settlement and organizing the handover between the equitized enterprise and the joint stock company.
Mr. Nguyen Dinh Phuoc, Vice President of EVN, said that the equitization of EVNGENCO2 was a highly challenging and complex task due to the company’s large scale, extensive scope of operations, and substantial assets and land holdings, resulting in a very large volume of work to be addressed. At the same time, EVNGENCO2 was also one of the first enterprises to carry out equitization under Decree No. 126/2017/ND-CP.
The EVN Vice President called on the Corporation to continue building on the results achieved and focus on several key tasks, including further strengthening its corporate governance model in line with modern, transparent, and effective standards; improving business and production efficiency while preserving and growing state capital in the enterprise; accelerating digital transformation, applying science and technology, and improving labor productivity; paying greater attention to the living conditions, employment, and legitimate rights and interests of employees; and maintaining close coordination with EVN and state management agencies throughout its operations under the joint stock company model.
The ceremony marked the completion of the handover between the equitized enterprise and EVNGENCO2 Joint Stock Company. Accordingly, ownership, asset and financial management, as well as the rights and obligations of the state-owned enterprise, are officially transferred to the joint stock company model, which operates under the Law on Enterprises, ensuring the transparency, continuity, and legality of the new organization.
