Prime Minister: Negotiate on cooperation in building Ninh Thuan 1 nuclear power plant soon

On the evening of January 7th, at the Government Office, Prime Minister Pham Minh Chinh, Head of the Steering Committee for the construction of nuclear power plants, chaired the 4th meeting of the Steering Committee. The Prime Minister requested the early completion of negotiations with Russia on investment cooperation in the construction of the Ninh Thuan 1 nuclear power plant and proposed a plan for selecting a partner with advanced source technology suitable to the new situation to cooperate in the investment and construction of the Ninh Thuan 2 nuclear power plant.

Also attending the meeting were Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; Acting Minister of Industry and Trade Le Manh Hung; leaders of ministries, government agencies, and the National Assembly, localities, and state-owned economic groups.

At the meeting, the Steering Committee reviewed and assessed the progress of preparations for the investment and construction of nuclear power plant projects with a sense of responsibility, and proposed specific, highly feasible solutions.

The Politburo has issued Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045, requiring that energy must be one step ahead, fully meeting the needs of socio-economic development, national defense, security, and improving people's lives; in which it continues to urgently direct the implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects with suitable partners, ensuring the highest interests of Vietnam, taking into account previous agreements, and putting them into operation in the 2030-2035 period.

To date, the Prime Minister has chaired three meetings of the Steering Committee and assigned the Vietnam Electricity (EVN) to invest in and build the Ninh Thuan 1 nuclear power plant; and the Vietnam National Energy Industry Group (Petrovietnam) to invest in and build the Ninh Thuan 2 nuclear power plant, with the goal of striving to complete the investment and construction work to ensure power supply for the period after 2031.

At the 3rd meeting of the Steering Committee, the Prime Minister assigned 15 tasks to ministries and agencies. Ministries and agencies have proactively and actively implemented the assigned tasks and achieved concrete results. Of these, 12 tasks have been completed (80%), including several important tasks such as submitting to the Government for issuing Resolution No. 66.8/2025/NQ-CP dated November 26, 2025, on separating the compensation, support, and resettlement aspects of nuclear power projects whose investment policies have been approved by the National Assembly into an independent project; submitting to the Standing Committee of the National Assembly a proposal to supplement special mechanisms and policies for the investment and construction of the plant; and issuing detailed regulations of the Atomic Energy Law...; while 3 tasks are still being implemented (accounting for 20%).

MOIT will proactively coordinate with the Ministry of Foreign Affairs and other ministries and agencies according to their functions and duties to develop negotiation plans for the remaining unresolved issues in order to exchange and negotiate with the Russian side on cooperation in investing in and constructing the Ninh Thuan 1 nuclear power plant, and promptly report any arising obstacles to the competent authorities to ensure completion by January 2026.

The Ministry of Foreign Affairs continues to support MOIT, EVN, Petrovietnam, and relevant agencies in the process of exchanging and negotiating with partners, promptly providing opinions through diplomatic channels to promote the resolution of difficulties and obstacles in cooperation on investment and construction of nuclear power plants.

The Ministry of Science and Technology shall urgently complete the dossier and submit it to the competent authority for promulgation of the List of State Secrets in the field of science and technology in January 2026, and will continue to issue necessary regulations and standards in January.

The Ministry of Finance shall urgently coordinate with relevant ministries and agencies, EVN, and Petrovietnam to proactively organize negotiations with partners on agreements/deals for providing credit for the Ninh Thuan 1 and Ninh Thuan 2 power plants, ensuring consistency with the investment cooperation agreement for the construction of the plants.

EVN and Petrovietnam continue to accelerate the implementation of nuclear power plant projects, closely coordinating with the People's Committee of Khanh Hoa province to effectively carry out land clearance and resettlement work.
