At the congress, Comrade Pham Xuan Minh Tri - Secretary of the EVN Youth Union affirmed that the Group's Youth Union enters the 2025 - 2030 term with "ASPIRATION - COURAGE - CREATIVITY", determined to build a generation of high-quality cadres and union members with responsibility and strong political will. The core goal of the term is to link the Union's activities with the Group's development strategies, especially energy security and digital transformation.
The Youth Union will strongly focus on the movement "Youth volunteers for renovation, creativity, and productivity improvement". EVN Youth commits to pioneering in the field of science and technology, undertaking youth projects associated with production and business tasks, and actively promoting and propagating electricity saving at all facilities.

In his speech at the Congress, Comrade Dang Hoang An expressed his impression with the programs and movements organized by the EVN Youth Union such as: Young Creativity; Participating in supporting the construction of key national energy projects; Connecting the Gratitude; Going to School with Children; Lighting Up the Countryside; Colleagueship - People's Love; Voluntary Blood Donation; Developing the EVN Youth, etc.
In the coming term, Comrade Dang Hoang An hopes that the EVN Youth Union will make more efforts, be more determined, and work more creatively; be proactive and pioneer in all programs and activities. At the same time, it is necessary to strengthen the connection between the EVN Youth Union and the youth force in the units of the Group, gather and unite the youth of the Electricity sector.
In particular, the EVN Youth Union needs to research and contribute young people's efforts to implement the goals of the Resolution of the 4th EVN Party Congress, term 2025 - 2030: Building EVN into a strong economic group; maintaining its pivotal role in ensuring national energy security; implementing major projects to transform the energy sector; implementing green transformation; developing EVN into a group with modern technology, implementing comprehensive digital transformation, providing electricity services with increasingly high, etc.

At the solemn session, the Congress announced the election results in the first working session. Accordingly, the Congress elected 25 comrades to the Executive Committee of the EVN Youth Union for the 2025 - 2030 term. Comrade Pham Xuan Minh Tri was reelected by the Congress to hold the position of Secretary of the EVN Youth Union, Term V.

Some targets of EVN Youth Union set for the term 2025 - 2030:
- 100% of cadres and union members study, thoroughly grasp, and propagate the Resolutions of the Party, the Youth Union, the Party's policies, and the State's laws.
- 100% of Youth Union units continue to effectively implement the study and follow of Ho Chi Minh's ideology, moral exampl,e and style in accordance with the characteristics of the unit's situation.
- During the term, register and undertake to implement 500 youth projects at all levels, of which at least 01 is a typical youth project nationwide.
- During the term, strive to have the Youth Union participate in 1,500 topics and initiatives to rationalize production, renovate operation, construction investment, and management, and be recognized by all levels.
- During the term, strive to organize social security activities in the entire Union, with a total amount of VND15 billion.
- During the term, strive for the entire EVN Union to donate 6,000 units of blood.
- During the term, strive for the entire Union to plant 20,000 trees.
- Annually organize conferences to train skills, union work, and youth movements for grassroots union cadres.
- Strive to introduce 900 outstanding union members to the Party for review and consideration; 350 comrades are considered for admission to the Party.
