The Sesan 4 Hydropower Plant Expansion Project will be implemented in Ia O Commune, Gia Lai Province, and Ia Toi Commune, Quang Ngai Province.
The project has a design capacity of 120MW, with an average annual electricity output of approximately 58.95 million kWh.
The plant will be connected to the power system via a single-circuit 220kV transmission line from the 220kV substation of the Sesan 4 Hydropower Plant Expansion Project to the 220kV busbar of the existing Sesan 4 Hydropower Plant 220kV substation.
The project will use a total land area of 40.15 hectares, including 29.95 hectares of permanent land use and 10.20 hectares of temporary land use.
The total project investment is VND 2,995.695 billion, excluding value-added tax (VAT). Of this amount, the investor’s equity contribution is VND 599.139 billion, accounting for 20% of total investment, while VND 2,396.556 billion, or 80%, will be mobilized from other sources. The project will have an operating term of 50 years from the date the investment policy is approved.
Under the approved schedule, from September 2026 to April 2027, the project will carry out sector-specific agreements; appraise the feasibility study report and obtain approval of the project investment decision; negotiate and sign the power purchase agreement (PPA); carry out technical engineering and construction drawing design; and undertake compensation, site clearance, land allocation, and land leasing procedures. The project is scheduled to commence construction in May 2027 and is expected to be completed and commissioned in June 2030.
The project aims to supply clean electricity from renewable energy sources to the national power system, contributing to energy security and meeting electricity demand for socio-economic development. At the same time, the project will provide additional reserve capacity, enhance the ability to dispatch generation during peak hours, and improve the operational flexibility of the power system as the share of renewable energy sources, such as wind and solar power, continues to increase.
The project will also utilize the annual excess water discharged during the flood season from the existing Sesan 4 Hydropower Plant for power generation. This will help improve operating conditions, enhance the reliability and safety of the power system, and reduce fossil fuel consumption and CO₂ emissions.
