Accelerating development of self-produced, self-consumed rooftop solar power

On the morning of September 29 in Hanoi, the Ministry of Industry and Trade (MOIT) held a conference to accelerate the nationwide development of rooftop solar power, implement Directive No. 10/CT-TTg, and provide guidance on the implementation of Decree No. 58/2025/ND-CP and Decree No. 243/2026/ND-CP.

Translating Policies into Local-Level Action

In his opening remarks, Deputy Minister Truong Thanh Hoai emphasized that the development of self-produced, self-consumed rooftop solar power requires proactive engagement from local authorities and close coordination among departments, agencies, and power sector units. Provinces and cities need to translate the tasks assigned in Directive No. 10/CT-TTg (dated March 30, 2026) into specific implementation plans, while simultaneously reviewing the feasibility of installing rooftop solar systems at agencies, public offices, schools, hospitals, and facilities under their management.

At the event, representatives from the Electricity Regulatory Authority disseminated guidelines and regulations regarding the development of self-produced, self-consumed rooftop solar power, in accordance with Government Decrees No. 58/2025/ND-CP (dated March 3, 2025) and No. 243/2026/ND-CP (dated June 26, 2026), as well as tasks assigned under Directive No. 10/CT-TTg (dated March 30, 2026). The implementation requirements call on local authorities to develop appropriate plans, provide guidance to organizations and individuals, and coordinate closely with the power sector throughout the installation and grid connection process.

Power sector shares experience and enhances support

A representative of Northern Power Corporation (EVNNPC) said that the corporation has assigned rooftop solar development targets to its member power companies and tied performance results to the accountability of their management personnel. As of 2026, EVNNPC has added 709 MW of rooftop solar capacity, reaching approximately 104% of its annual target of 680 MW. The corporation acknowledged the active cooperation of several localities in providing guidance and creating favorable conditions for residents and businesses to deploy these systems.

A representative of Southern Power Corporation (EVNSPC) shared the corporation’s experience in making information on required documents, procedures, and technical requirements publicly available and easily accessible to customers. The corporation also works with Departments of Industry and Trade and local authorities to raise awareness and provide guidance on rooftop solar development, while proposing further measures to remove procedural obstacles and promote rooftop solar installations at government offices, schools, and healthcare facilities.

Speaking at the conference, EVN Vice President Ngo Son Hai affirmed that EVN is fully committed to fulfilling its assigned responsibilities, supporting households and businesses, and promoting the installation of rooftop solar power systems at EVN’s own facilities.

By the end of August 2026, Vietnam's power system comprised 134,410 rooftop solar systems with a total installed capacity exceeding 11,450MWp. Of these, 31,957 systems with a total capacity of 1,947 MWp were developed in accordance with Decree No. 58/2025/ND-CP and Decree No. 243/2026/ND-CP.

EVN has directed power units to disseminate policies and procedural guidelines via customer service channels and to coordinate with local authorities to devise appropriate solutions. By August 2026, 1,221 rooftop solar systems with a total installed capacity of 60.6 MW had been installed at the headquarters of EVN’s member units. In 2026, these units plan to install an additional 285 systems with a capacity of 69.5MW.

EVN Vice President proposed that local authorities explore approaches suited to their potential, load characteristics, and existing power grid conditions, and designate the Departments of Industry and Trade as focal points to coordinate guidance, make procedures publicly available, and address any issues and obstacles. EVN also proposed studying support mechanisms and creating favorable conditions for organizations and individuals to access investment capital, including green financing.

At the conclusion of the conference, leaders of the Ministry of Industry and Trade called on the People’s Committees of provinces and centrally governed cities to urgently issue and implement action plans to implement Directive No. 10/CT-TTg. The focus is on reviewing and accelerating the installation of rooftop solar systems for self-generation and self-consumption at government offices, public agencies, schools, and public hospitals under their management, to achieve the relevant targets by March 31, 2027.

Leaders of the Ministry of Industry and Trade called on Power Corporations and Power Companies to closely coordinate with local authorities, provide support with grid connection and technical matters, and promptly address any difficulties that arise. Experience from localities with effective implementation should be shared so that other localities can adopt approaches suited to their specific conditions.
