Decree on application of science and technology and development of manufacturing industry in electricity sector

On September 4, 2026, the Government issued Decree No. 344/2026/ND-CP regulating the application of science and technology and the development of the manufacturing industry in the electricity sector.

The Decree consists of 5 chapters and 24 articles, providing detailed regulations and measures to guide the implementation of Article 8 of the Law on Electricity on the application of science and technology and the development of the manufacturing industry in the electricity sector, including:

  • A list of critical items, equipment and consulting services essential for maintaining continuous electricity supply and ensuring national energy security, which are prioritized for domestic production and supply.
  • Research, application and development activities in science and technology; the manufacturing of electrical equipment and provision of energy services in the electricity sector.
  • Mechanisms to encourage and support the development of scientific and technological research; the design, manufacture and installation of electrical equipment and provision of services in the electricity sector.
  • Priority given to the development of industries manufacturing electrical equipment and providing electricity-related services; implementation of requirements and targets for localization rates in the electricity industry; encouragement of the development of large-scale domestic enterprises with advanced technological capabilities and the capacity to undertake complex projects with high technical requirements in the electricity sector, meeting international quality standards.
  • Industrial and energy service complexes.

Decree No. 344/2026/ND-CP applies to agencies, organizations and individuals involved in activities related to the application of science and technology and the development of the manufacturing industry in the electricity sector.

The Decree takes effect from October 20, 2026.
