Technology application in power grid operation on Phu Quy island district

With the SCADA system on the island, Phu Quy Power Department (under Binh Thuan Power Company) can save time from traveling to collect data, monitor, operate and handle incidents; operational management data is guaranteed to be accurate and timely.

The power system in Phu Quy Island district (Binh Thuan province) is off-grid and operated by the national electricity system. Currently, the power grid on the island consists of 38.8 km of low voltage lines, 47.8 km of medium voltage lines and 72 substations with a total capacity of 10,657 kVA; power sources include 10MW of diesel, 6MW of wind power and 0.732MW of solar power.

Since 2018, the Phu Quy SCADA system has been put into operation to help connect, monitor and remotely control all equipment in the diesel plant, wind power plant and equipment on the power grid on Phu Quy island; combined with the grid geographic information system (GIS) in order to modernize the power system management and operation, improve the power supply reliability, power quality and customer service.

The Phu Quy SCADA system helps remotely monitor operating parameters and switch the operation of grid equipment at the central control room, not at the field as before.

In addition, since 2019, Binh Thuan Power Company has applied digital transformation to renovate, upgrade and complete the SCADA system for power grid operation management on Phu Quy Island.

The monitoring system for diesel generators and wind turbines "DCS (Distribution Control System) integrated control solution of off-grid energy sources" monitors, collects data and controls, mobilizes power sources on the island, helps fully automate the grid operation, optimizes, increases the generation rate between renewable energy and diesel generators to 80%/20%, compared to only 50%/50% as before; operating more renewable energy sources, saving diesel costs when running diesel generators.

In the future, the power sector is developing a plan to install more battery storage systems to store energy when wind power, solar power are redundant and automatically generate power whenever renewable energy sources fluctuate, aiming at operating environmentally friendly clean energy sources, minimizing the operation of diesel generators.

The application of new technology to operation management has been paid much attention to by the company. Phu Quy diesel plant has been put into operation since 1999. The 6m high 400m³ and 25m³ oil tanks installed outdoors require climbing up stairs, making it difficult to monitor oil volumes in the tanks, especially in bad weather conditions, high wind and heavy rain.

In 2022, after due diligence and consideration, the unit applied sensors in oil measurement at 6 large outdoor oil tanks to facilitate daily oil measurement. The measured volume of each outdoor oil tank after going through the PLC processing system will be displayed on the SCADA computer screen, the operator can directly view the volume of each tank on the computer, at the same time monitor opening and closing status of the oil valves in the tanks.

With continuous efforts to innovate, promote digital transformation in the fields of production - business; boldly applying achievements of the Fourth Industrial Revolution, Phu Quy Power Department - Binh Thuan Power Company ensures stable grid operation, supplying power to more than 99, 85% of households, contributing to promoting the economic development of the strategically positioned island district of the country.

Currently, 100% of households on the island have been electrified. In 2022, in Phu Quy island district, the local power industry has ensured a safe, uninterrupted and stable power supply 24/24 with the electricity generation output reaching 26.477 million kWh (increasing by 10.13% compared to 2021).
