EVNGENCO3: Strengthening coordination in hydropower reservoir operations and regulation for 2025 flood season

In anticipation of increasingly complex developments in natural disasters and flooding this year, Buon Kuop Hydropower Company has thoroughly grasped and reached a consensus with the operators of hydropower reservoirs in the Srepok River cascade to implement disaster prevention and search and rescue (DPSR) work under the principle of “Proactive prevention, timely response, urgent and effective recovery.” The company has organized 24/7 operational duty shifts combined with ongoing community awareness campaigns in local areas.

This information was shared at the 2024 Disaster Prevention and Search & Rescue (DPSR) Review and the 2025 Task Deployment Conference, held on the afternoon of July 30, 2025, in Dak Lak Province. The conference was jointly organized by Buon Kuop Hydropower Company, the operator of Buon Tua Srah, Buon Kuop, and Srepok 3 plants, and the management units of upstream hydropower reservoirs in the Srepok River cascade (Srepok 4 and Srepok 4A).

Reviewing the 2024 operations, the leadership of Buon Kuop Hydropower Company assessed that during the 2024 dry season, the company and other hydropower management and operation units proactively coordinated with local authorities to agree on water discharge schedules for power generation, ensuring water supply for domestic use and agricultural production in downstream areas. During the recent flood season, reservoir operation and flood regulation were carried out in strict compliance with the requirements of the inter-reservoir operation procedures, single-reservoir operation procedures, as well as the regulations and coordination plans that had been previously signed.

Buon Tua Srah Hydropower Plant (2x43MW) is one of four plants on the Srepok River cascade, tasked with regulating water for cultivating approximately 2,800 hectares of crops in Krong Ana and Lak (former) districts, Dak Lak province.

According to the National Center for Hydro-Meteorological Forecasting, in 2025, 4–6 storms are expected to directly affect Vietnam’s mainland. Hydropower reservoir operators on the Srepok River cascade will implement DPSR work under the principle of “Proactive prevention, timely response, urgent and effective recovery” and the motto of “Four on-site” (on-site command; on-site forces; on-site means and materials; on-site logistics).

Units will conduct local public awareness campaigns, inspect and maintain project equipment for the flood season. At the same time, they will maintain 24/7 operation shifts to monitor and calculate reservoir operation parameters, and operate project equipment in strict compliance with the issued Operation and Incident Handling Procedures.
