The Ninh Thuan Nuclear Power Project Management Board (EVNNPB) held a conference to summarize its performance in 2025 and plan for 2026 on January 13th in Hanoi.
Attending the conference, on behalf of Vietnam Electricity (EVN) were: Mr. Dang Huy Cuong - Member of the Standing Committee of the Party Committee, Member of the Memebr Board; Mr. Nguyen Tai Anh - Member of the Standing Committee, Vice President; Mr. Uong Quang Huy - Vice Chairman of the Vietnam Electricity Trade Union, along with representatives from the advisory boards of the EVN Party Committee and the specialized departments of the Group.

Gradually stabilizing the organization
In 2025, regarding the political tasks related to the Ninh Thuan 1 Nuclear Power Plant Project, EVNNPB fully participated in all rounds of negotiations for the Intergovernmental Agreement on the construction of the plant; participated in the development and provided feedback on the draft Financial Agreement for the Project; coordinated the completion of the revised Pre-feasibility Study Report and submitted it to the competent authorities. By the end of 2025, EVN had submitted the Pre-feasibility Study Report to the Prime Minister for consideration and approval, creating a basis for implementing the next steps.
In addition, EVNNPB proactively implemented technical preparation work such as working with Russian partners on surveys, updating FS and SAD documents; developing a contractor selection plan; and finalizing technical tasks and cost estimates for consulting packages. During the year, the Board successfully selected 5 packages, achieving a savings rate of 8.1% compared to the estimated cost.
Building a high-quality workforce

In 2026, EVNNPB has identified key priorities as completing the legal framework, accelerating negotiations to finalize the bilateral agreement, and prioritizing training. Accordingly, the Board will combine internal training with in-depth training on 19 nuclear power infrastructure topics as recommended by the International Atomic Energy Agency (IAEA), nuclear safeguards training, and enhanced collaboration with international organizations and consultants to gradually improve the capacity of its workforce and meet the project implementation requirements in the coming period.

Regarding the project's implementation progress, the Vice President of EVN stated that, as required by the Politburo's Resolution, it is necessary to expedite the conditions for the project's commencement this year. Initially, coordination with the Ninh Thuan Provincial People's Committee is needed to propose the commencement of the Operation and Management Building, marking a concrete step in the investment preparation phase.
The Vice President of EVN emphasized that the nuclear power project is a national and international project, therefore EVNNPB needs to continue to coordinate closely with the IAEA and partners such as Rosatom, while fully and directly participating in negotiations, training, and professional exchanges as directed by the Group. He stressed the importance of fostering a spirit of solidarity and responsibility to fulfill the tasks as assigned by the Group in the coming period.
