At the first Conference on July 5, 2019, participants gave comments on the draft Operation Regulation of the Coordination Committee of National Target Program for electricity supply in rural, mountainous and island areas.
According to the Electricity and Renewable Energy Agency (Ministry of Industry and Trade), the rural electrification program has been going on in different phases in consistence with the orientation of the Party and the Government, on the basis of mobilizing internal and external resources. In 1998, only 61% of households across the country had access to electricity, as of June 2019, this figure reached 99.05%.
Out of 63 provinces and cities nationwide, 19 provinces and cities have reached the target of 100% of households having electricity.
Attending the Conference, representatives of the European Union Delegation in Vietnam highly appreciated the effectiveness of the rural electrification program in Vietnam.
With the goal of most households having electricity by the year 2020, the Electricity and Renewable Energy Agency considers it very challenging, since most unelectrified households are located in remote and scattered areas and islands; large investment rate, not financially viable; the land acquisition and site clearance is problematic. Besides, the allocation of state budget for rural electrification programs is still difficult.
In order to complete the National Target Program on Rural Electrification in the period of 2016 - 2020, further Government’s attentions are desirable; higher determination and more drastic actions of the ministries, agencies and local authorities regarding the allocation of financial resources and speeding up projects are required. At the same time, Vietnam is in need of further supports from international credit institutions via ODA or concessional loans.
