Approving investment policy adjustment of Nam Dinh I Thermal Power Plant - Pho Noi 500kV transmission line project

On December 8, 2023, Deputy Prime Minister Tran Hong Ha signed Decision No. 1587/QD-TTg on approving the investment policy adjustment of Nam Dinh I Thermal Power Plant - Pho Noi 500kV transmission line project.

This is one of four sections of the 500kV circuit 3 transmission line project from Quang Trach - Pho Noi. Previously, three other sections had investment policies approved.

The objective of Nam Dinh I TPP - Pho Noi 500kV transmission line project is to reduce load and avoid overload for the existing 500kV transmission lines to meet N-1 criteria, especially when the transmission capacity is high at the North-Central interface at a time when hydropower power plants in the North have low output; increasing stable reserves at the North - Central interface, combined with Quang Trach - Quynh Luu, Quynh Luu - Thanh Hoa and Nam Dinh I TPP - Thanh Hoa 500kV transmission line sections to contribute to adding capacity from power sources in the North Central region to the load center in the North. Transmitting power from thermal power plants in the North Central region as well as renewable energy power plants in the Central region into the national power system, creating regional grid connections, reducing power loss, and increasing the overall production and business efficiency of the power sector.

The project is composed of building a new double-circuit 500kV transmission line, with a length of about 123.9km from the 500kV distribution yard of Nam Dinh I Thermal Power Plant to the 500kV Pho Noi Substation; construction and equipment installation for two 500kV feeder compartments going to Nam Dinh I Thermal Power Plant at Pho Noi 500kV Substation.

Project implementation schedule: 2023 - 2025 (striving to complete in June 2024).

In this Decision, the Deputy Prime Minister has assigned Vietnam Electricity (EVN) and the National Power Transmission Corporation (EVNNPT) to be responsible for the truthfulness and accuracy of the information, data, and content in project documents; mobilizing and sufficiently contributing to the registered budget according to the project schedule to ensure the project feasibility; ensuring project investment efficiency, effective use, preservation and development of state capital according to the laws; reviewing and fully absorbing appraisal opinions of relevant agencies during the project investment and implementation process.

At the same time, EVN and EVNNPT are responsible for thoroughly reviewing and evaluating the overall content and investment scale of the project, ensuring correct and complete content according to the adjusted pre-feasibility study report; studying and selecting technical options, design solutions, construction methods, etc. that are optimal and economical to save investment cost, ensure high investment efficiency, reduce costs, and quickly recover investment capital. Urgently completing the environmental impact assessment report and submitting it to the Ministry of Natural Resources and Environment for appraisal and approval according to regulations. Only after the Environmental Impact Assessment Report is appraised and approved by the Ministry of Natural Resources and Environment, can the project be implemented. Closely coordinating with the People's Committees of the provinces Nam Dinh, Thai Binh, Hai Duong, and Hung Yen to organize project implementation and management in accordance with the provisions of the law on investment, construction, land, and other relevant ones.
