Chairman of the EVN’s Member Board: The Group drastically accelerates the progress of power source and grid projects

Chairing the meeting of reviewing the investment situation of key power source and grid projects on the morning of 21 October 2021, Chairman of the Member Board of Vietnam Electricity (EVN) Duong Quang Thanh requested the units under EVN to be determined to overcome difficulties, especially with key and urgent projects.

The meeting is connected online from the conference room of EVN to its subsidiaries nationwide.

According to the report of EVN's Planning Department, in the first 3 quarters of the year, EVN has put into operation 2/2 power projects (Thuong Kon Tum Hydropower Plant and Expanded Da Nhim Hydropower Plant), completed the cluster of outlet works of Bac Ai Pumped-storage Hydropower Plant; At the same time, two out of four the power source projects were commenced (Hoa Binh expanded Hydropower Plant and Ialy Expanded Hydropower Plant).

Regarding the power grid, the whole EVN has commenced 85 projects and energized 80 110-500kV projects, including many key projects such as: Doc Soi – Pleiku 2 500kV transmission line, My Tho - Duc Hoa 500kV transmission line, 500kV transmission line connecting Nghi Son 2 BOT thermopower Plant, Muong Te - Lai Chau 220kV, Dong Ha - Lao Bao 220kV grids; increased capacity of  Nho Quan, Doc Soi and Viet Tri substations 500kV, and so on.

Simultaneously, the Group and its member units are also focusing on accelerating the progress of key grid projects to release renewable energy sources, small hydropower plants in the North, projects of energy transmission force improvement, power supply synchronization, and so on.

However, the implementation of construction investment projects of EVN and its member units is still facing many difficulties, causing some projects to be slow or at risk of delay. In capital mobilization, most domestic banks have exceeded the credit limit for EVN. In the past two years, the COVID-19 pandemic has occurred on a large scale in many provinces and cities, which has also greatly affected the implementation of power projects by EVN and other units.

Chairman Duong Quang Thanh asked the specialized departments and member units under EVN to take the initiative and actively solve difficulties. In which, it is necessary to improve the human resource capacity and responsibility of the leadership in construction investment; regularly coordinate and follow up with ministries, branches and localities to remove obstacles. In the coming time, EVN and its member units also need to be proactive in giving solutions to control and limit the impact of the COVID-19 pandemic on power projects and power grids; strengthen solutions on environmental protection and labour safety on construction sites; promote the program of digital transformation in construction investment. 

In order to speed up the implementation progress of projects, EVN also proposes the Prime Minister and ministries, agencies and branches to soon approve Power Plan VIII, in which EVN shall be assigned as the investor for power source and grid projects as required by the Group in Document No. 5953/EVN-KH dated 29 September 2021; soon remove obstacles related to forest use purpose conversion and compensation for site clearance at works of power source and power grid; have mechanisms and policies for power projects on mobilizing domestic loans, ODA loans, and non-government guaranteed foreign loans, and so on.
