EVN signs €65 million loan agreement for Tri An Hydropower Plant Expansion Project

On June 24, 2025, in Frankfurt (Federal Republic of Germany), Vietnam Electricity (EVN) signed a €65 million loan agreement with the German Development Bank (KfW) for the Tri An Hydropower Plant Expansion Project. This marks the first project financed by KfW for EVN through a direct loan without a Government guarantee.
Representing EVN at the signing were Mr. Vo Hong Linh - Member of the EVN Member Council, Mr. Nguyen Xuan Nam - EVN Vice President, along with representatives from relevant functional departments and the Power Project Management Board No. 3 (the project implementation unit). Representing KfW were Mr. Frank Bohnet - Director for East and Southeast Asia, and Mr. Jochen Meyer-Lohmann - Senior Project Manager, who signed the agreement on behalf of the bank.

The Tri An Hydropower Plant Expansion Project, located in Dong Nai Province, is being developed by EVN. It is the final dam/hydropower facility on the Dong Nai River cascade before the river flows through Ho Chi Minh City. The expansion project will have a design capacity of 200MW and will be built parallel to the existing Tri An Hydropower Plant. The project aims to contribute to the stable and cost-effective supply of electricity while also being environmentally and socially sustainable, aligned with the overall development direction of Vietnam’s power sector.

The project complies fully with Vietnamese legal regulations, applicable technical standards, and also meets international engineering practices and KfW’s environmental and social sustainability guidelines.
The signing of this loan agreement marks a significant step forward in the implementation of the Tri An Hydropower Plant Expansion Project and further strengthens the long-standing and effective cooperation between EVN and KfW in the field of sustainable energy development.

KfW is one of the largest banks in Germany. In Vietnam, EVN is among its most important partners. Since 2009, KfW has signed nine ODA and grant loan agreements with EVN, totaling €891.5 million, six of which have been completed with full disbursement of KfW funds.
For upcoming projects, KfW has committed approximately €800 million in ODA, concessional loans, and non-guaranteed loans to support new initiatives by EVN and its subsidiary corporations.
Key project milestones for the Tri An Hydropower Plant Expansion:
· June 2025: Commencement of major construction works
· Q3 2027: Commissioning of Unit No. 1
· Q4 2027: Commissioning of Unit No. 2 and project completion
