According to Mr. Trinh Quoc Vu - Deputy Director General of Energy Saving and Sustainable Development Department (Ministry of Industry and Trade), in 2020, the State budget will be allocated to focus on perfecting and consolidating institutions, legal documents on economical and efficient use of energy. Up to now, there have been 13 provinces and cities supported in developing energy saving action plans and it is expected that from 2021, the activities will be focally replicated and implemented nationwide.
Deploying the VNEEP3 Program, the Ministry of Industry and Trade has collaborated with other ministries and localities to develop an implementation plan for 2020 and the 2021-2025 period. The Ministry has completed the 5-year framework closely following 9 components of the programme combined synchronously with specific solutions. Activities focused on reviewing, developing and finalizing the legal framework; financial technical assistance to promote energy saving; building Vietnam energy data center; pushing up the communications, international cooperation, scientific research.
Specific goals in the period from now to 2025 include: Reducing power loss to below 6.5%; reducing the average energy consumption rate in industrial sectors compared to that in the period 2015 - 2018. In addition, 70% of industrial parks and 50% of industrial clusters have access to and apply energy-saving solutions; 100% of key energy consuming establishments will apply an energy management system; 100% of key transport enterprises will have programs to popularize their skills of controlling vehicles and technical solutions in spirit of saving energy; 90% of cities and provinces develop and approve energy saving and efficient programs.
Making presentation, at the conference, Deputy General Director of Vietnam Electricity (EVN) - Mr. Vo Quang Lam reported the results gained in the program and solutions to save power by EVN in the period of 2015-2020; at the same time, presenting solutions and recommendations to implement the energy-saving program for the period of 2020-2025. In which, the leaders of Vietnam Electricity stressed the need to encourage and create the most favourable conditions for people in the development of rooftop solar power.
At the conference, the Ministry of Industry and Trade presented a plan to implement activities under the VNEEP3 Program for 2020, 2021 and subsequent years. At the same time, the Ministry issued guidelines for localities to implement Decree No.20/CT-TTg on enhancing power saving from 2020 to 2025.

National target program on economical and efficient use of energy in the period of 2019 - 2030 (VNEEP3):
- Objective: Saving 5 - 7% of total national energy consumption in the period until 2025 and reach 8-10% in the whole period from 2019 - 2030, equivalent to about 60 million tons of oil equivalent (TOE).
- The total budget for implementation is VND 8,200 billion; in which, the state budget is VND 4,400 billion, the investment capital from domestic credit institutions is VND 3,800 billion.
