EVN and Dien Bien province meet to remove obstacles for power construction investment projects

On March 8, in Dien Bien province, EVN’s President and CEO Nguyen Anh Tuan, and EVN's working group held a working session with the Provincial People's Committee on the situation of power supply and investment in the construction of power projects in the province.

Attendants at the meeting, for the People's Committee of Dien Bien province, included Vice Chairman of the Provincial People's Committee Pham Duc Toan; leaders of departments, branches, branches, and leaders of localities in the province.

EVN's attendants included EVN’s  President and CEO Nguyen Anh Tuan; EVN’s Vice President Pham Hong Phuong and leaders of specialized departments, leaders of the National Power Transmission Corporation (EVNNPT), Northern Power Corporation (EVNNPC).

The load growth rate is quite high

Dien Bien province's load growth rate is relatively high compared to the national average and the Northern region. Specifically, in the period 2021-2023, commercial electricity in the whole province will grow on average 6.99%/year (the whole country is 5.26%/year). In 2023, the province's commercial electricity output will reach 320.9 million kWh, an increase of 10.87% compared to 2022 (4.26% for the whole country, 4.65% for the North).

By the end of January 31, 2024, EVN and its member units have supplied power to 129/129 communes, wards, and towns in Dien Bien province, reaching a rate of 100%. The rate of households supplied with power from the national grid reached 93.75%, of which the rate of rural households supplied with power reached 91.7%.

According to the province's planning, by 2030 there will be a total of 1 industrial park (Northwest Industrial Park) and 16 industrial clusters in the province. Of these, 1 industrial cluster has been put into operation, and 15 others are in the planning process. The total registered capacity increase in the period 2024-2025 is about 32.2MW.

To ensure power supply for loads, in the period 2021-2023, Northern Power Corporation and its member unit Dien Bien Power Company implemented a total of 41 medium and low voltage power grid projects with a total investment of VND 334 billion, in 2024 alone, 6 projects will be delivered with total investment worth VND 76 billion. With the 110kV power grid, Northern Power Corporation invested in 6 projects with a total investment of VND 402.7 billion, completing 4/6 projects. As for the National Power Transmission Corporation, it is investing in the construction of 2 220kV power grid projects including Dien Bien 220kV substation with a total investment of VND 293.8 billion, starting construction in December 2021; Dien Bien - Son La double circuit 220kV line with a total investment of VND 979.6 billion. Both projects are expected to be completed in the first quarter of 2025. 

Average load growth rate of Dien Bien province increases by 6.99%/year in 2023.

Resolving difficulties for power grid projects to release hydropower sources

Besides, Dien Bien province is considered to have quite a high potential for developing hydropower power sources, especially small hydropower plants. The total capacity of hydropower power plants currently connected to the power grid in Dien Bien province is 295.3MW, guaranteed to be transmitted through the 110kV dual-circuit link line of Lai Chau - Tuan Giao 500kV substation -  Son La 500kV substation.

By the end of 2023, the total capacity of operated and planned hydropower sources is about 700MW. By 2030, with the capacity to develop hydropower increasing by about 300-400MW, adding power transmission grid projects to ensure full capacity release of small hydropower sources is an urgent task.

President and CEO Nguyen Anh Tuan has directed the National Power Transmission Corporation, Northern Power Corporation/Dien Bien Power Company to be more drastic to speed up the completion of power grid projects, ensuring the release of the full capacity of hydropower plants operating in the area; at the same time, make efforts with the province to supply power from the national grid to 100% of households in the province.
