EVN urgently implemented electricity price reduction and electricity bill reduction, for the second time, to electricity users affected by COVID-19 pandemic

Implementation of the Government's Resolution No. 180/NQ-CP dated 17 December 2020 on the supporting plan to reduce electricity prices and electricity bills (phase 2) and Official Letter No. 9764/BCT-DTĐL dated 18 December 2020 of the Ministry of Industry and Trade (MOIT) on supporting to reduce electricity prices and electricity bills for power customers affected by the 2nd COVID-19 pandemic, Vietnam Electricity (EVN) issued a document right on the 18th of December, 2020 to direct Power Corporations to implement the said.

Accordingly, implementing reduction in  electricity price and electricity bill for customers in 3 months in the invoice periods of October, November, December 2020.

Subjects to electricity discounts, including:

Customers using power for daily life: Discount by 10% of the retail electricity price for daily life from level 1 to level 4 as specified in Decision No. 648/QD-BCT dated 20 March 2019 MOIT on adjusting  average retail electricity price and regulating on electricity selling price (Decision No. 648/QD-BCT).

Customers who are tourist accommodation establishments (in accordance with the Law on Tourism 2017 and relevant legal documents) and customers having storage of goods in circulation: Reduce electricity prices from the retail price applied to business equal to the electricity retail price applicable to the manufacturing industries as specified in Decision No. 648/QD-BCT.

Subjects eligible for electricity bill reduction: Directly reducing electricity bill (pre-tax value) for facilities in service of COVID-1 prevention that buy power from EVN's units and power retailers. No support is made for electricity bill reduction for facilities serving COVID-19 prevention and treatment that collect fees for centralized medical isolation as directed in Document No. 7713/VPCP-KTTH dated 15 September 2020. The specific reduction of electricity bill is as follows: 100% reduction of electricity bill for facilities used for purposes of isolation and concentrated medical examination suspected and infected patients with for COVID-19; 20% discount on electricity bills for medical facilities used to examine, test and treat suspected and infected patients with COVID-19.

Facilities used for isolation and concentrated medical examination of suspected and infected patients with COVID-19 are entitled to a 100% reduction in electricity bill

For rural power retailers; collective quarters, residential clusters;  commercial - service - living complex, it is required to take responsibility for preparing a dossier of power price reduction for customers eligible for the discount and send it to the Power Corporations/Power Companies as a basis for refund of wholesale sale of power. 

Notedly, the list of COVID-19 service facilities that do not collect charge form patients entitled to a reduction in electricity bill shall be issued and provided to power units by the National Steering Committee for COVID-19 Prevention and Control, Ministry of National Defense, Ministry of Public Security, People's Committees of provinces and Central cities.

After the period of electricity price reduction and electricity bill reduction; Customers will be charged with the selling price in accordance with Decision No. 648/QD-BCT.

Thus, all customers using power for daily life, equivalent to 26.6 million households, will receive a 10% discount on the electricity price of the first four scales, mainly households using less than 300 kWh/month (22.8 million households - 85.7%) will receive a 10% reduction in electricity bills.

Customers who are tourist accommodation establishments, meeting the conditions of Law on Tourism 2017 may be changed from business prices to production prices.

It is estimated that by 2020, both EVN's reductions will have a total expected value of over VND 12,300 billion with a total reduction period of up to 06 months (in first phase, over VND 9,300 billion has been directly reduced for customers in the bills of period from April to June, phase 2 with expected amount to decrease to over VND 3,000 billion).
