EVN works with Monsoon Wind Power Project investor (Laos)

On the morning of July 31st, Vietnam Electricity (EVN) held a meeting with the investor of the Monsoon Wind Power Project (Laos) to discuss the progress of projects on Lao territory and those on Vietnamese territory. The meeting was conducted online, connecting EVN’s headquarters with the Lao investor and other relevant parties.

The meeting was attended by Mr. Nguyen Tai Anh, Vice President of EVN, along with representatives from EVN’s specialized departments, Project Management Board No.2, National Power Transmission Corporation, National Load Dispatch Center, and the Electric Power Trading Company.

Representing the Monsoon Wind Power Project were Mr. Itthipol Kanjanaphan, Project Director, and Mr. Jeremy Warman, Deputy Project Director.

During the meeting, the Monsoon Wind Power Project investor provided an update on the project’s progress. The 500kV substation and the connecting transmission line on the Lao side are expected to be completed by February 2025, with the first wind turbine ready for testing by the same month.

According to the reports by related units, the projects on Vietnamese territory will be ready for energization in 2024. Specifically, the 500kV Monsoon – Thanh My transmission line project, owned by EVN and overseen by Project Management Board 2, is expected to be completed and energized by October 2024. The expansion and renovation of the 500kV Thanh My substation, owned by the National Power Transmission Corporation, is projected to be completed and energized by September 2024.

Participants from both sides in the meeting also discussed procedures for power trading for which both sides acknowledged that they have closely and effectively coordinated over time.

Additionally, both parties agreed on solutions to accelerate the construction progress of the projects, aiming to facilitate the import of electricity from Laos to Vietnam, in line with the energy cooperation policy between the two countries.

The Monsoon Wind Power Project, developed by Impact Energy Asia Development Limited (IEAD), has a total capacity of 600MW and is located in southeastern Laos, approximately 22 kilometers from the Laos-Vietnam border. The purchase of electricity from this project is being carried out following the Memorandum of Understanding between the governments of Vietnam and Laos. The policy to import electricity from this project was approved by the Prime Minister in document No. 938/TTg-CN dated July 21, 2022.
