EVNNPT: Applying online  bidding for 100% of competitive bidding packages from year 2018

This information was announced by Mr. Vu Ngoc Minh - General Director of National Power Transmission Corporation (EVNNPT) at its training course on the selection of bidders via the National Bidding Network. The training course was held in Hanoi, in coordination with the National Online Bidding Center under the Procurement Management Department, the Ministry of Planning and Investment (MPI).

EVNNPT’s General Director said, In 2017, the Corporation has conducted online competitive offerings for 40 bidding packages, accounting for 65%; large-scale online bidding for 172 small packages at a ratio of 45%. EVNNPT  has surpassed the set-out target in comparison with the schedule stipulated in Joint Circular No. 07/2015/TT-BKHDT-BTC dated September 8th, 2015 – “At least 50% of the competitive offering packages, 30% of the small-scale, unlimited competitive and limited competitive bidding”, Minh said.

The EVNNPT’s average saving rate of online bidding in year 2017 is 22%. The form of online bidding helps to save the human resources, costs of  printing, copying, transportation, storage, travel expenses, filing, and specially enhance the transparency and equality.

From 2018 onwards, EVNNPT will apply online bidding for competitive offering packages and national competitive bidding packages, except for bidding packages compulsorily divided into lots and international competitive bidding packages because these cases have not been permitted by the National Procurement Network.

Mr. Pham Thy Hung - Director of the National Online Bidding Center has highly appreciated the role of EVNNPT in participating the pilot implementation of online bidding from 2010 which created a favorable condition for the Procurement Management Department under the MPI to complete the legal framework and National Bidding Network system. EVNNPT has also contributed to making the Vietnam Electricity (EVN) become the leading unit of the country in selection of bidders through the National Procurement Network.

In addition to the training on the online selection of bidders for responsible officials, EVNNPT has also guided the affiliated units to send written announcements to bidders providing consulting, non-consulting services, goods procurement,  construction and installation services who regularly participate in bidding at the units about the  new policy of applying the selection of bidders via EVNNPT’s network and recommend bidders to strengthen the monitoring and updating of information on the National Bidding Network system at: http://muasamcong.mpi.gov.vn/ to participate in the bidding.

EVNNPT is the pioneer coordinating with the National Online Bidding Center to provide training courses on Circular No. 04/2014/TT-BKHDT, which will take effect from March 1st, 2018.
