Trung Son Hydropower Plant (located in Trung Son commune, Quan Hoa district, Thanh Hoa province), with a total installed capacity of 260MW, including 4 units. Each year, the plant produces 1,018.61 million kWh of power, contributing to ensuring national energy security.
TSHP is a multi-purpose project, supplying power and helping to control floods, while also contributing to the climate change program in Vietnam by avoiding CO2 emissions.
Over the past years, Trung Son Hydropower has always seriously complied with the inter-reservoir operation process in the Ma River basin; Provided timely and accurate information and strictly implemented reservoir operation orders of the Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Thanh Hoa province and the People's Committee of Thanh Hoa province. At the same time, research and application of science and technology to hydrometeorological monitoring and forecasting, etc., has been performed.
Flood warning station of Trung Son Hydropower Plant
The flood warning system of TSHP includes 15 siren warning stations belonging to the Emergency Flood Warning System (EPP) from TSHP to Cam Thuy district; 5 voice warning stations broadcast in 3 languages (Vietnamese, Thai, Muong) in Trung Son commune, Quan Hoa district.
With voice warning stations, when it is necessary to notify reservoir regulation, overflow water discharge, generator operation, etc., the operator sends "commands" through the software on the computer. The processor unit will issue commands to each selected station or all 5 stations through the communication module.
In the case of flood regulation with a flow of 1,500 m3/s or more or in the event of a dam failure, the operator controls the Emergency Flood Warning System (EPP) to issue commands to each station, the effective radius of each station is about 5km. At selected stations, the processor will issue control commands according to preset levels to sound the warning siren.
From the beginning of the year until now, TSHP has received a flood with a peak flood flow to the reservoir of 1791 m3/s (August 2023). With proactive response, the plant has promoted its role in flood prevention and control, ensuring safety for downstream areas, and contributing to ensuring safety for downstream areas. |
These systems also automatically monitor, warn of errors, and send them to the main station for the operator to recognize and handle it.
Mr. Le Thanh Hai - Head of operation shift at TSHP said that during the operation and regulation of the reservoir, when receiving orders from the Department of Disaster Prevention and Control of Thanh Hoa province, the plant warned the downstream area 4 hours in advance for the first operation. After that, for the next adjustments of increase/decrease in flow through the spillway, there will be a 30-minute warning so that people and local authorities can get the information.
In order for the warning system to be truly effective, TSHP regularly organizes maintenance; organizes propaganda, and repeats warning signs to people in localities near the downstream of hydroelectric dams.
Mr. Ngo Si Tam - Secretary of Trung Son Commune Party Committee said that the flood warning system of TSHP has worked well, helping people fully understand the level of natural disasters occurring, thereby taking appropriate preventive measures and solutions, ensuring property and human life. The local government committee grasps each situation of natural disaster that occurs and then provides instructions and propagation to people on appropriate solutions to prevent natural disasters.
According to Mr. Pham Van Cuong - Deputy Director of Trung Son Hydropower Company Limited, every year, at the beginning of the flood season, TSHP organizes an inspection of the entire flood warning system to ensure its normal operation. According to the Government's regulations in Decree No. 114/2018/ND-CP, Thanh Hoa province is currently conducting a planning project, surveying and mapping floods in affected downstream area of hydropower plants on the Ma river. Based on that project, TSHP continues to invest in additional investments in the current flood warning system to enhance support for flood and reservoir regulation to ensure the safety of the downstream area.
