EVN leadership highly commends World Bank's technical support in bid data analysis

On the morning of December 12, in Hanoi, Vietnam Electricity (EVN) hosted a closing ceremony for the World Bank’s (WB) technical support program focused on bid data analysis within the corporation.

The event was conducted both in-person and online.

The World Bank was represented by Ms. Zayra Romo, Head of Infrastructure and Lead Energy Specialist; Mr. Diomedes Berroa, Regional Director of Procurement for Asia-Pacific; Mr. Alexandre Borges de Oliveira, Lead Procurement Specialist; and Mr. Trần Tấn Hùng, Team Leader and Senior Energy Specialist, alongside other WB experts.

On the EVN side, Vice President Nguyen Tai Anh participated along with representatives from various EVN departments, affiliated companies, and related units.

EVN Vice President Nguyen Tai Anh stated that at the request of Vietnam Electricity (EVN), the World Bank (WB) initiated technical advisory services in March 2024 to improve the efficiency of EVN’s procurement operations. These efforts were executed through two main activities:

  • Development of Dashboards and Procurement Data Analysis Indicators: These tools were designed to support management, governance, and monitoring of procurement activities across the entire corporation.
  • Technical Support for Green Procurement Initiatives: Assistance was provided to integrate environmentally sustainable practices into EVN’s procurement processes.

Regarding procurement data analysis, following the signing of the technical support agreement, WB experts actively collaborated with EVN’s specialized departments and affiliated units to implement relevant activities. Key outcomes included:

  • Interactive Dashboards and Visualization Tools: These tools facilitate continuous monitoring and analysis of procurement and bidding data within EVN.
  • Training and Technology Transfer: Methods for analyzing procurement data were provided to EVN staff.
  • Consultant Evaluation Reports: These detailed insights, trends, and proposed solutions derived from EVN’s bidding data.

At the conference, WB experts emphasized the significance of data analysis in procurement management and presented key performance metrics for EVN’s bidding activities. Representatives from EVN’s Procurement Management Department showcased a dashboard that tracks EVN’s procurement operations. Mr. Tran Tan Hung, WB’s Senior Energy Specialist and Team Leader, also outlined the next steps for the technical support program.

During the discussions, leaders from EVN’s subsidiary companies shared insights and recommendations for implementing the bid data analysis system to enhance governance and management capabilities in procurement at EVN and its units.

EVN Vice President Nguyen Tai Anh highly commended the achievements of the technical support initiative, urging the immediate application of these results in procurement management, oversight, and governance across EVN.

Ms. Zayra Romo, WB’s Head of Infrastructure and Lead Energy Specialist, praised EVN’s ongoing modernization efforts and its readiness to adopt innovative technologies. Representing the WB delegation, Ms. Romo welcomed feedback and expressed a commitment to further supporting EVN’s efforts in the future.

EVN leadership expressed gratitude for the World Bank’s unwavering support of EVN’s activities, particularly in procurement. The results achieved through technical support in procurement data analysis are expected to equip EVN and its units with critical tools to fundamentally transform procurement management. These changes aim to improve efficiency, transparency, and effectiveness, significantly contributing to the corporation’s operational and investment success.
