Hoa Binh Hydropower Plant - 30 years of strategic and multi-purpose role confirmed

On November 9, 2018, Hoa Binh Hydropower Company celebrated its 30th anniversary of establishment (November 9, 1988 – November 9, 2018) with a Certificate of Merit awarded by the Prime Minister.

Delivering a report at the ceremony, Mr. Nguyen Van Minh – Director of Hoa Binh Hydropower Company said: Hoa Binh Hydropower Plant was built in 1979 with the support of the Soviet Union. The first unit was put into operation at the end of 1988, and now there have been 8 operating units with a total installed capacity of 1,920MW.

Over 30 years of operation, this is the second largest hydropower project in Việt Nam and one of the largest hydropower projects in Southeast Asia as the key source of Việt Nam's power system, playing a practical role in socio-economic development and the cause of industrialization and modernization in our country.

Prior to 2010, when no upper-terrace hydropower plant has been built (Son La, Lai Chau, Huoi Quang, Ban Chat), Hoa Binh Hydropower Plant was the power source with largest installed capacity in Việt Nam and Southeast Asia with an average annual power output of approximately 8.16 billion kWh. In the first period of operation, the power output of the plant accounted for about 35-40% of the whole power system, surpassing the power demand in the North while providing a huge share of power to the South, contributing to resolve the severe power shortage in the South at that time.

From 2010 onwards, after many upper- terrace hydropower plants as mentioned above have been put into operation, the power output of Hoa Binh Hydropower Plant has jumped up to approximately 10.1 billion kWh per year, increasing by 24.2% compared to the originally-designed output. Particularly in 2017, its power output has made a record of 11.25 billion kWh; and in 2018, it is expected to reach over 11 billion kWh. Since the time of establishment and operation, the accumulated power output of the plant has reached 228 billion kWh.

Hoa Binh Hydropower Plant has really promoted its role as a multi-purpose hydropower project. Hoa Binh reservoir also played a role in flood effective prevention, reducing flood situations in the downstream. The operation and regulation of this reservoir with a capacity of over 9 billion m3 has basically resolved the whole flood situation in the Northern Delta area.

Considered as a large-scale hydropower project in our national power system, Hoa Binh Hydropower Plant has been playing a major role in adjusting the frequency and voltage of the power system.

In parallel with these tasks, Hoa Binh Hydropower Plant also plays an important role in supplying water to prevent drought for agricultural production in the Northern Delta provinces, improving the waterway traffic on Da River, Hong River and increasing the water resources for local people and other production activities. The amount of water discharged from Hoa Binh reservoir for agricultural production in many Northern Delta provinces accounts for about 65-70% of the total amount of water discharged from all large hydropower reservoirs in the North. During the dry season, the water flow from hydropower reservoirs were always adjusted to be stronger than the natural flow to increase the downstream water level by from 0.6-2.5 m, making it easy to navigate in Da river and Red river and facilitate the trade links between the Northwest mountainous region and Northeast region.

Not only properly fulfills every task of flood prevention and power supply, every year, but Hoa Binh Hydropower Company also contributes a considerable amount of funding to the state and local budgets. In recent years, the Company has paid VND 1,000 - 1,400 billion per year for the budget of Hoa Binh province, VND 300-450 billion per year for the natural resources tax in Son La province and VND 200 billion per year for the forest environmental services of 6 provinces located at the upstream areas of Da river.

At the Ceremony of its 30th anniversary of establishment, Hoa Binh Hydropower Company has received the Certificate of Merit awarded from the Prime Minister to the Company's staffs and employees. The Minister of Industry and Trade also awarded the Certificates of Merit to several outstanding collectives of Hoa Binh Hydropower Company.
