MOIT urgently completes National Power Development Plan VIII and consults Government Standing Committee before 25 April 2023

On 23 April 2023, the Government Office issued a conclusion notice document of Deputy Prime Minister Tran Hong Ha at the meeting on completing the National Power Development Plan for the 2021-2030 period, with a vision to 2045 (National Power Development Plan VIII) took place on 21 April 2023, in Hanoi.

Specifically, National Power Development Plan VIII is a very important national sector planning, which must meet the rhythm of socio-economic development according to the resolutions of the Party, the National Assembly, and the Government; in accordance with the orientation of Vietnam's national energy development strategy to 2030, with a vision to 2045 in Resolution No. 55-NQ/TW dated 11 February 2020 of The Political; closely follow the development orientations in the National Master Plan approved by the National Assembly in Resolution No. 81/2023/QH15 dated 9 January 2023 and international commitments and agreements.

The planning must ensure synchronization, inherit the positive and effective aspects of the previous planning; optimally develop power sources and transmission power grids to supply electricity for loads, minimize inter-regional transmission; optimize baseload power sources along with renewable energy sources; reasonably and effectively exploit the country's primary energy potential, contributing to promoting the development of economic zones.

Scenarios and roadmaps for equitable energy transition need to be calculated based on the progress of science and technology, potentials and needs, and conditions for the socio-economic development of the country, especially in need of economics optimization as a basis for decision-making.

In the context of the world's energy industry developing very quickly due to the advancement of science, technology, and the energy transition process, the requirement for National Power Development Plan VIII is to have a new approach, in which has dynamic and open elements. The plan must ensure the overall requirements, synchronization, energy security for the economy, and balance between power sources, electricity loads, and electricity grids at reasonable prices, suitable for the development conditions of the country (static element). In addition, the dynamic and open element is a roadmap, equitable energy transition in accordance with the conditions of science and technology, and advanced governance, to proactively operate flexibly and effectively with the goal to bring the highest economic benefits to the economy and the best interests of the people.

The planning consulting agency and management agencies are responsible for reviewing the data on assessing the current status of power sources and transmission grids, the progress of ongoing projects, and accurately forecasting electricity demand for socio-economic development and electricity demand for people's daily life, requirements to ensure energy security to ensure the feasibility of The Plan.

Supplementing research in the direction of dynamic and open planning for solar power, wind power, biomass power and waste-to-power according to potential and self-production and self-consumption capacity along with solutions to balance and stabilize the power system such as pumped hydropower, battery storage, hydrogen production, green ammonia..., especially there is a need for a mechanism to develop rooftop solar power for living in areas where there is a possibility of electricity shortage in the coming years.

It is necessary to clarify the data of solar power planning in the form of rooftops, self-consumption, or in the form of direct electricity purchase and sale. Reviewing offshore wind power potential data, calculating wind power planning for the production of hydrogen, green ammonia... For biomass power, it is necessary to report more carefully on potential, and efficiency, and at the same time consider the ability to increase the scale of biomass power sources in the planning accordingly. To supplement and further evaluate the possibility of developing pumped hydropower sources and storage batteries to ensure safe, reliable, and efficient operation of the national power system integrating large-scale wind and solar power sources. ..
