The inspection of electricity production and business costs each year is based on documents provided by EVN and its member units, including a report on electricity production and business activities audited by Deloitte Vietnam Audit Co., Ltd.; consolidated financial statements after audit conducted by EVN, financial statements audited by independent auditors of EVN's parent company and its member units; electricity purchase and sale contracts between EVN and power generation units; separation of costs for power generation, power transmission, power distribution - retail, industry support and management.
Total electricity production and business costs in 2023 are VND 528,604.24 billion, including power production and business costs of power generation, power transmission, power distribution - retail and industry support and management, an increase of VND 35,338.94 billion (equivalent to an increase of 7.16%) compared to that in 2022; electricity production and business costs in 2023 are VND 2,088.90/kWh, an increase of 2.79% compared to that in 2022 (in which EVN and its member units' revenues from liquidation, transfer of fixed assets and recovered materials, income from electricity pole release activities have been deducted from EVN and its member units' production and business costs).
The total cost of power generation is VND 441,356.37 billion, corresponding to the cost of power generation by commercial electricity of VND 1,744.12/kWh; compared to that in 2022, the cost of power generation in 2023 increased by VND 29,112.84 billion. The total cost of power transmission is VND 18,879.15 billion, corresponding to the cost of power transmission by commercial electricity of VND 74.61/kWh. The total cost of power distribution - retail is VND 66,773.11 billion, corresponding to the cost of power distribution - retail is VND 263.87/kWh. The total cost of industry support and management is VND 1,595.60 billion, corresponding to the cost of industry support and management by commercial electricity of VND 6.31/kWh. The total compensation for electricity production and business costs in island communes and districts not yet connected to the national grid is VND 428.54 billion.
The commercial electricity output in 2023 is 253.05 billion kWh, an increase of 4.26% compared to 2022’s. The revenue from selling commercial electricity in 2023 is VND 494,359.28 billion, an increase of 8.18% compared to 2022. The average commercial electricity selling price is VND 1,953.57/kWh, an increase of 3.76% compared to 2022’s.
EVN's electricity production and business results in 2023 were a loss of VND 34,244.96 billion. Revenue from activities related to electricity production and business in 2023 was VND 12,423.40 billion. EVN's total electricity production and business activities in 2023 and electricity production-related activities in 2023 (income from financial activities and from the sale of reactive power capacity) were a loss of VND 21,821.56 billion (excluding income from other productions).
According to the inspection results, the items not yet accounted for in the cost of electricity production and business in 2023 are about VND 18,032.07 billion, including the remaining part of the exchange rate difference (ERD) amount implemented based on the power purchase contracts of the remaining power generation units in 2019 and EXRD amount based on the power purchase contracts for the years from 2020 to 2023
