OpenOTS: A breakthrough in the application of science and technology at the National Load Dispatch Center

OpenOTS, a software capable of simulating the real power system, is one of the important features of the SCADA/EMS system at the National Load Dispatch Center (EVNNLDC). The software has been exploited and used since 2014 and working very effectively.

OpenOTS simulation functions

OpenOTS has been exploited by EVNNLDC to serve such activities as Training of operators in normal operating mode, breakdown mode, system recovery mode; simulating the real power system to serve troubleshooting exercises, breakdown analysis; studying characteristics of the power system; setting up power system operating methods.

OpenOTS is software capable of simulating the real power system from system parameters, being wired to power system mode parameters.

In particular, OpenOTS can simulate the system's responses in abnormal modes such as responses of generating units, of active power, reactive power automatic adjustment sets, the response of protective relay system on the power system, response of loads, etc.

To simulate the power system, OpenOTS performs parameter acquisition based on the SCADA system which can take different snapshots corresponding to different operating modes. Simulation parameters include gridlines; devices; power flows, currents, voltages, etc.; status of switchgear; working characteristics of protective relay systems; load characteristics; the response of generator governors, AVR; static and dynamic characteristics of the power system.

OpenOTS simulates the control system at the control center, including system control tools used by dispatchers: AGC, SCADA, etc.; optional applications (system evaluation, load forecasting); user interface simulating the real control system, etc.

EVNNLDC has used OpenOTS to train operators. Accordingly, the trainee dispatchers will practice on the simulation model. Operations and control commands on the simulation model will be performed and take place on the actual state of the system without affecting the power system in operation.

Application of OpenOTS to guide trainee dispatchers on the simulation system

In addition, OpenOTS is also used in troubleshooting exercises. Dispatchers will be rehearsed on the simulation system with different scenarios of failures simulated on the failures or dangerous events that have already occurred or are likely to occur on the power system. As a result, they will acquire skills to judge situations and handle complex incidents that may occur in reality.

OpenOTS is also applied by EVNNLDC to study the characteristics of the power systems effectively. With a large-scale and growing power system like in Vietnam, especially with the strong penetration of renewable energy, it is very important to grasp the operating characteristics of the power system. The inertia of the power system, stability in the presence of oscillations, frequency response and frequency control reserve, etc. can be studied for the planning of power system operation as well as the power system security assessment and real-time operation.

In 2021, implementing the theme of Digital Transformation in the Vietnam National Electricity Corporation, the National Power System Dispatch Center's engineers and staff have applied many scientific and technological advances in the system operation. One of them is the increased exploitation of SCADA/EMS applications in power system dispatching. The exploitation and use of OpenSCADA, OpenAGC, OpenNet, OpenSOM and especially OpenOTS applications integrated with the SCADA/EMS system has been deployed for a long time and achieved high efficiency, bringing many benefits to the Vietnamese power system in general and NLDC in particular.
