Operation status in August 2017, objectives and tasks in September 2017

In August 2017, Vietnam Electricity secured a stable and stable supply of electricity to socio -economic development to meet the people's daily life as well as events and activities on occasions of the 72nd anniversary of August Revolution and the National Day of September 2nd. The total electricity generation and import output in August 2017 reached 18.1 billion kWh (585.4 million kWh / day on average), the highest daily output amounted to 641.9 million kWh and the highest capacity of the system was 30,854 MW. In the first eight months of 2017, the total output of the system reached 130.4 billion kWh, an increase of 7.64% over the same period of 2016. EVN's total power sales in August 2017 was estimated at 15.8 billion kWh; the aggregate amount in eight months of 2017 is estimated at 113.9 billion kWh, up 8.8% over the same period in 2016, of which the domestic power sales increased by 9.03%.

EVN and its subsidiaries continue to work closely with the Central Steering Committee for natural disaster prevention and control, the Ministry of Agriculture and Rural Development to regulate the operation of large hydropower reservoirs in the North, seriously executing the closing / opening of spillways of Son La, Hoa Binh, Tuyen Quang, Thac Ba hydropower power plants, securing the safety of plants and the downstream areas under commands of the Central Steering Committee. Emergency response and preparedness activities in case of floods caused by typhoons no. 6 and 7 was implemented proactively with the aim of remedying power failures as quickly as possible in the northern mountainous provinces.

As for the power system operation, from August 17 to 30, 2017, the PM3 - Ca Mau gas pipeline ceased operations for planned maintenance and repairs, leading to the suspension of operation of Ca Mau Power Plant (1500 MW). The transmission flow is still going from the North to the Centre and to the South with the transmitted electricity amount projected at 14.88 billion kWh. The highest transmission capacity on the North - Centre 500 kV transmission lines is 2,300 MW and Centre -South up to 4,750 MW. Water inflows in hydropower reservoirs are equivalent to or even better than the average level of many years. Therefore, in August 2017, hydropower plants continue to be highly dispatched, coal and gas turbine sources are mobilized reasonably subject to actual situations.

Regarding construction and investment activities, in August 2017, Unit 2 of Thai Binh Thermal Power Plant was synchronized with the national power grid. Over the eight first months of 2017, EVN has put into operation 8 power units with a total capacity of 1,535 MW including: Trung Son Hydropower Plant (4 x 65 MW), Thai Binh Thermal Power Plant (2 x 300 MW), Thac Mo Hydropower Plant Extension (75 MW), Unit 2 - Vinh Tan 4 Thermal Power Plant (600 MW). In August 2017, EVN and its subsidiaries commenced 9 power grid projects; completed energizing and put into operation 18 power grid projects from 110 kV to 500 kV; in total during the eight first months in 2017, 127 projects have been commenced, 145 projects have been completed and put into operation.

With regards to rural electricity for rural, mountainous and island areas, on August 10, 2017, EVN and Quang Tri Provincial People's Committee signed a Minutes to take over the power system in Con Co island district, Quang Tri province. Up to September 2017, EVN has taken over, managed, operated power systems and supplied electricity in 11 out of 12 island districts in the country, including Van Don, Co To (Quang Ninh), Cat Hai, Bach Long Vy (Hai Phong), Ly Son (Quang Ngai), Phu Quy (Binh Thuan), Con Dao (Ba Ria - Vung Tau), Phu Quoc, Kien Hai (Kien Giang), Truong Sa (Khanh Hoa) and Con Co (Quang Tri) islands, making an important contribution to the establishment and protection of the national sovereignty of the sea and islands, and to the economic development of these islands.

Some tasks of EVN in September, 2017

In September 2017, the average daily power consumption amount of the whole system is expected to reach 563 million kWh, with the maximum capacity of 30,300 MW. The power system will meet electricity demands with reserve capacity.

The objectives of power system operation in September 2017 are follows: To strictly follow the inter-reservoir regulation procedure, at the same time optimally exploit water inflows in reservoirs, prioritizing exploitation of hydropower plants having high water levels or good water inflows. Coal fired and gas turbine thermal power plants are operated in accordance with the hydropower regulation plans, ensuring power supply to the south, with priority given to maximum mobilization of gas fired power plants. To continue undertaking safe and reliable operation of the transmission grid, especially the North - South 500 kV transmission system in high transmission conditions for the South. In addition, member organizations of EVN continue to strictly comply with the Directive No. 1627 / CT-EVN dated April 17, 2017 of EVN on prevention of natural disasters, search and rescue; particularly organizations in the Central region are ready to deal with floods, ensure the safety of dams and hydropower plants, thoroughly review the issuance and implementation of a protocol for coordination among the hydropower plants and local authorities in the areas.

As for investment in and construction of power plant projects: In September 2017, the testing and commissioning of Unit 1 of Thai Binh Thermal Power Plant was ongoing; quickly complete the works to carry out acceptance and delivery of projects Trung Son Hydropower Plant, Thac Mo Hydropower Plant Extension; Nghi Son 1 Coal fired Thermal Power Plant and other projects which have been granted PAC, such as Mong Duong 1, Vinh Tan 2 and Duyen Hai 1 Thermal Power Plants. In September 2014, the National Power Transmission Corporation will complete energizing the following projects: Dong Anh - Bac Ninh 2 500 / 220 kV transmission line, Hoa Binh - West Hanoi, Bao Thang - Yen Bai, Thai Binh - Tien Hai - Truc Ninh 220 kV transmission lines , 1C branch after Pho Noi 500 kV substation, installing the second transformer in Do Luong, fitting with reactive power compensator on 500 kV power grid; the Northern Power Corporation will urgently complete 110 kV power lines such as Vinh Yen - Vinh Yen 2, Hai Duong - Pho Noi, Than Uyen - Phong Tho, Seo Chung Ho - Su Pan; the Central Power Corporation continues to complete projects to ensure power supply for APEC 2017; Hanoi Power Corporation is accelerating synchronous 110 kV projects after Long Bien and West Hanoi 220 kV substations, Thu Le,  Thong Nhat park 110 kV substations,  and Nhat Tan – Yen Phu, Thanh Cong - Thuong Dinh 110 kV underground cables, etc.

The tasks set in Decision No. 852 / QD-TTg dated June 14, 2017 of the Prime Minister approving the master plan on restructuring and rearranging enterprises under Vietnam Electricity during 2017 -2020 will be actively realized.
