Operational situation in August and objectives and tasks in September 2023

In August 2023, Vietnam Electricity met the requirement to ensure power supply to serve socio-economic development and people's daily life.

Power production for the entire system in August 2023 reached 25.6 billion kWh - an increase of 7.2% over the same period in August 2022. The highest daily production in August reached 889.6 million kWh (August 18), and the highest capacity reached 44,007MW (August 17). Accumulated for 8 months, the power production output of the whole system reached 186.3 billion kWh, an increase of 2.7% over the same period last year, in which the mobilization rate of some power source types is as follows:

+ Hydropower: 48.45 billion kWh, accounting for 26%. Due to the increased water inflow to the reservoirs, hydropower exploitation has increased, especially in multi-purpose hydropower reservoirs.

+ Coal thermal power: 88.08 billion kWh, accounting for 47.3%. After the direction of the Prime Minister and the Ministry of Industry and Trade (MOIT), Vinacomin and Dong Bac Corporation have delivered a coal amount more than what was agreed in the contract’s term, ensuring that coal-fired power plants can produce higher power output and increase inventory. Up to now, coal power plants have sufficient coal to operate.

+ Gas thermal power: 19.26 billion kWh, accounting for 10.3%. The gas amount for power generation is still lower than planned due to the suspension of the PM3-CAA gas supply from August 17 to August 27 for routine maintenance and repair.

+ Oil thermal power: 1.23 billion kWh, accounting for 0.7%. Power plants basically meet mobilization requirements.

+ Renewable energy: 26.35 billion kWh, accounting for 14.1% (including solar power at 18.33 billion kWh, wind power at 7.38 billion kWh).

+ Imported electricity: 2.62 billion kWh, accounting for 1.4%.

In the first 8 months of 2023, the power production of EVN and Power Generation Corporations (including joint stock companies) reached 77.98 billion kWh, accounting for 41.86% of the power production of the entire system.

Regarding construction investment: In the first 8 months of 2023, EVN and its units commenced 41 projects and completed energizing and putting into operation 54 power grid projects from 110kV to 500kV (01 500kV projects, 08 220kV projects, and 45 110kV projects), including some important projects such as Capacity increasing of Quang Ninh 500kV substation, Nam Mo - Tuong Duong 220kV transmission line, Bo Y 220kV switching station, increasing capacity of the 220kV substation of Tri An Hydropower Plant, increasing load capacity of Ha Dong - Thuong Tin 220kV transmission line, Bac Quang 220kV substation and its 220kV-110kV connection lines, installing capacitor sets to improve voltage quality in the North, etc.

Regarding the procedures implementation status for transitional renewable energy projects:

By the end of August, 79/85 transitional renewable energy projects with a total capacity of 4,449.86MW had submitted documents to the Electric Power Trading Company for negotiating electricity prices and power purchase agreements; of which, 67 projects (total capacity of 3,849.41MW) have proposed a temporary price equal to 50% of the ceiling price of the price frame (under Decision No. 21/QD-BCT dated January 7, 2023, of MOIT). EVN and the investor have completed price negotiations and initialed PPAs with 61/67 projects; MOIT has approved temporary prices for 58 projects with a total capacity of 3,181.41MW; 20 plants/parts of plant with a total capacity of 1,171.72MW have completed COD procedures and commercial generated on the grid. Of which, 23 works/parts of work accepted by competent State management agencies; 29 projects have been granted electricity operation licenses for the whole plant/part of plant; 39 projects have had decisions to extend investment policies. 6 projects with a total capacity of 284.70MW have not been submitted documents for negotiation. The cumulative power output of transitional renewable energy projects from COD time to August 25, 2023, is about 357 million kWh.

Some working tasks and objectives of EVN in September 2023

According to the determination of weather trends by the National Center for Hydrometeorological Forecasting, in September 2023, the nationwide average temperature shall be 0.5-1.0oC higher than the average of the same period of many years; Heat in the Central region will continue to appear (although intensity decreasing compared to August 2023).

In September 2023, the average daily power consumption of the whole system is expected to be at 786.8 million kWh/day, up 7% over the same period in 2022. The power supply situation in September is expected to continue to be guaranteed.

System operation objectives: Ensuring a stable, safe, and reliable operation of the power system. The Northern region is already in the late flood season, so it is necessary to have a flexible exploitation strategy depending on the hydrological situation of each hydropower reservoir, ensuring water storage objective at hydropower reservoirs at the end of the year, preparing for power supply in the dry season in 2024. Continuing to highly mobilize all coal- and gas-fired power plants to ensure the system’s stability and meet load demand. Make sure oil thermal power plants are reserved readily to mobilize if needed.

Regarding construction investment of power sources: Focusing on storm and flood prevention at construction sites, while continuing to accelerate the construction progress of power source projects: Quang Trach 1 Thermal Power Plant; the expanded Ialy, Hoa Binh, and Tri An hydropower plants; and Bac Ai Pumped-storage Hydropower Plant. Regarding power grid: Continuing to direct and urge the progress of investment preparation and construction of key power grid projects such as projects on Quang Trach (Quang Binh)-Pho Noi (Hung Yen) 500kV; Song Hau-Duc Hoa 500kV; and Nghi Son Thermal Power-Nong Cong branch-Quynh Luu 220kV transmission lines; Vinh Yen 500kV, Ba Thien 220kV substations; complete the selection of engineering consulting and preparation of feasibility study (FS) for the project National grid power supply for Con Dao district, etc.

In September 2023, it is forecasted that there will be 2-3 storms and tropical depressions in the East Sea area, which may affect the North and Central North regions. EVN continues to direct hydropower companies/plants to operate reservoirs and dams under the operating instructions of the National Steering Committee for Natural Disaster Prevention and Control and the Steering Committees of provinces/cities. Power Corporations/Companies continue to sufficiently prepare human resources and vehicles, increase around-the-clock duty to actively respond to natural disasters, storms, and floods, and ensure the safety of dams, hydropower plants, and downstream areas of reservoirs.

To prepare the power supply for the dry season in 2024, minimizing difficulties in operating the power system, EVN desires to continue receiving the sharing and active coordination of people, offices, and manufacturing enterprises in using electricity safely and economically during peak hours at noon (from 11:30 a.m. to 2:30 p.m. ) and evening (from 8:00 p.m. to 10:00 p.m.); At the same time, paying attention to the appropriate air conditioning using (26 - 27oC or higher, combination with fans) and would not use high-capacity electrical appliances at the same time, etc.
