Operational situation in October 2023 and objectives and tasks in November 2023

In October 2023, Vietnam Electricity fully met the power needs to serve socio-economic development and people's daily activities. In particular, EVN has ensured a safe power supply and proactively responded to heavy rains that caused widespread flooding in the Central region.

Regarding power system operation:

The entire system's power generation in October 2023 reached 24.28 billion kWh (average 783.2 million kWh/day) - an increase of 11.3% compared to the same period in October 2022; The highest daily output reached 857.9 million kWh (6 October 2023), the highest capacity reached 41,183MW (5 October 2023). Accumulated for the first 10 months of 2023, the system's output reached 234.13 billion kWh, an increase of 3.9% over the same period last year, in which the mobilization rate of some types of power sources is as follows:

+ Hydropower: 66.74 billion kWh, accounting for 28.5%.

+ Coal thermal power: 107.74 kWh, accounting for 46%.

+ Gas turbines: 22.9 billion kWh, accounting for 9.8%.

+ Oil thermal power: 1.23 billion kWh, accounting for 0.5%.

+ Renewable energy: 31.58 billion kWh, accounting for 13.5% (of which solar power reached 22.35 billion kWh, wind power reached 8.52 billion kWh).

+ Imported electricity: 3.56 billion kWh, accounting for 1.5%.

In the first 10 months of 2023, the power production of EVN and Power Generation Corporations (including joint stock companies) will reach 97.48 billion kWh, accounting for 41.63% of the power production of the entire system.

Regarding construction investment:

In September and October 2023, EVN leaders and units worked with the People's Committees of some Northern provinces on implementing investment in the construction of power works and power supply in the province; worked with leaders of Soc Trang province and Ba Ria-Vung Tau province on the implementation of the National grid power supply project from Soc Trang to Con Dao district; At the same time, worked with the delegation of co-sponsors to evaluate the Bac Ai Pumped Storage Hydropower project to arrange capital for the project.

In the first 10 months of 2023, EVN and its units have started construction on 62 works and completed energizing and putting into operation 71 power grid works from 110kV to 500kV (including 01 500kV work, 09 220kV works and 61 110kV works), in which urgently organizing the construction of the Nam Dinh 1 - Thanh Hoa 500kV line (line section from VT96 to VT117) and energizing phase 1 of the Lao Cai 500kV substation project and other connection 220kV line, etc.

Regarding the status of implementing procedures for transitional renewable energy projects:

By 3 November 2023, 81/85 transitional renewable energy projects with a total capacity of 4,597.86MW have submitted documents to the Electricity Trading Company to negotiate power prices and purchase contracts; Of which, 69 projects (total capacity of 3,927.41MW) have proposed a temporary price equal to 50% of the ceiling price of the price bracket (according to Decision No. 21/QD-BCT dated January 7, 2023 of the Ministry of Industry and Trade - MOIT). EVN and the investor have completed price negotiations and initialed PPA contracts with 63/69 projects; MOIT has approved temporary prices for 62 projects with a total capacity of 3,399.41MW; There are 21 plants/parts of plants with a total capacity of 1,201.42MW that have completed COD procedures and can generate commercial electricity to the grid. Of these, 24 projects have had their works/parts of works accepted by competent State management agencies; 30 projects have been granted power operation licenses for the entire plant/part of the plant; 40 projects have decided to extend their investment policies. There are still 4 projects with a total capacity of 136.70MW that have not yet submitted negotiation documents.

The cumulative electricity output of transitional renewable energy projects from COD reached nearly 761.7 million kWh.

Some objectives and tasks of EVN in November 2023

In November 2023, the average daily power consumption of the entire system is expected to be at 763.5 million kWh/day, an increase of 7.09% over the same period in 2022.

System operation goal: Ensure stable, safe, and reliable operation of the electrical system; Continue to mobilize thermal power plants; hydropower plants operate according to the actual hydrological situation and optimal regulation orientation, to store water to a normal rising water level by the end of the year.

Regarding investment in power source construction: Focus on preventing natural disasters, storms, and floods at construction sites, and continue to accelerate the construction progress of power source projects such as Quang Trach 1 Thermal Power Plant; Expanded Ialy Hydropower Plant, Expanded Hoa Binh Hydropower Plant; Urgently complete capital arrangement procedures for the expanded Tri An Hydropower project. Regarding the power grid: Continue to urgently carry out procedures and implement the construction of projects on the 500kV line of circuit 3 Quang Trach - Pho Noi; Cooperates with Thanh Hoa provincial authorities at all levels to accelerate compensation and site clearance for the Nam Dinh 1 - Thanh Hoa 500kV line project; Urgently complete construction to energize in November and December 2023 projects to release capacity of renewable energy sources (Phuoc Thai 220kV substation expansion project, Vinh Hao 220kV substation, Vinh Chau 220kV substation); Completely resolve problems regarding compensation and site clearance for the Nho Quan - Phu Ly - Thuong Tin 500/220kV line; prepare feasibility study reports and specialized reports, Registered State budget capital for the power supply projects from the national grid for Con Dao district, etc.

EVN continues to direct hydropower companies/plants to operate reservoirs and dams under the operating instructions of the National Steering Committee for Natural Disaster Prevention and Control and the Steering Committees of provinces/cities. Power Corporations/Companies continue to sufficiently prepare human resources and vehicles, increase around-the-clock duty to actively respond to natural disasters, storms, and floods, and ensure the safety of dams, hydropower plants, and downstream areas of reservoirs. At the same time, to reduce difficulties in operating the power system, EVN desires to continue receiving the sharing and active coordination of people, offices, and manufacturing enterprises in using electricity safely and economically during peak hours at noon (from 11:30 a.m. to 2:30 p.m. ) and evening (from 8:00 p.m. to 10:00 p.m.); At the same time, paying attention to the appropriate air conditioning using (26 - 27oC or higher, combination with fans) and would not use high-capacity electrical appliances at the same time, etc.
