Plan to implement Power Plan VIII shall be feasible, synchronous, comprehensive, and effective

Deputy Prime Minister Tran Hong Ha emphasized it at the National Online Conference on the Plan to implement the National Electricity Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII), on the afternoon of 15th December.

Currently, the Ministry of Industry and Trade (MOIT) has set criteria on technique, feasibility, legality, economic efficiency, etc., to select and propose power source projects, ensuring a balance between sources (electricity, gas, coal power, hydropower, biomass, wind power, solar power) and transmission systems.

However, Deputy Minister of MOIT Nguyen Sinh Nhat Tan said that currently, 58/63 provinces have reported on the proposal of power source projects to be implemented in the locality, of which, only 11 localities have implemented the plan in accordance with the MOIT’s instructions on criteria for screening and classifying projects prioritized being included in the Plan.

At the meeting, leaders of localities and MOIT discussed specific groups of issues such as adjusting source capacity allocation for each locality; Hydropower projects, waste power, biomass power, wind power, solar power, rooftop solar power, etc., which are not consistent with the total source capacity of Power Plan VIII; converting coal power projects to gas power; Adjusting power source projects in socio-economic regions, and so on.

Discussing proposals for supplementing the capacity of gas power, hydropower, biomass power, waste power, solar power, and so on. Minister of MOIT Nguyen Hong Dien shared that the total source capacity of Power Plan VIII is built based on the potential and needs of regions, areas, and localities, in accordance with approved technical norms and electricity price structure; Issues to be raised on rooftop solar power development; Potential for exporting solar power, wind power, and so on.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the important significance of implementing Power Plan VIII in ensuring national energy security, closely and drastically directed by the Government and Prime Minister, together with the active and proactive participation of ministries and branches.

For local groups that have fully met MOIT’s instructions on identifying power source projects and meeting the allocated capacity targets, the Deputy Prime Minister requested MOIT to include them in the list of projects in the plan to implement Power Plan VIII, with implementation time, progress, and specific responsibilities; ensuring synchronization between sources, investment efficiency, energy security, safety, and so on.

For projects that exceed capacity and do not fully meet the criteria and instructions of MOIT, the Deputy Prime Minister requires localities to classify in order of priority in terms of feasibility, and economic efficiency as a provisional proposal in case there is any project in the list is at risk, ensuring the implementation of the Plan in line with the roadmap.

The Deputy Prime Minister affirmed his view of prioritizing biomass power, waste power, rooftop solar power, etc., in accordance with Power Plan VIII, on the basis of calculating and balancing other power sources, ensuring grid safety. Offshore wind power projects, solar power projects for direct export, or hydrogen production, associated with pumped storage hydropower, etc., are encouraged to develop.

"The plan shall implement Power Plan VIII following the schedule and set goals, but not limit creativity or lose opportunities to develop renewable energy, ensuring efficiency and economic benefits", Deputy Prime Minister noted.
