Press release on the operational situation for the first 6 months of 2020 and the objectives and tasks of the last 6 months of 2020

In the first 6 months of 2020, Electricity of Vietnam (EVN) has performed the tasks of production and business with many difficulties: Covid-19 pandemic has occurred complicatedly; the power demand is growing strongly due to the most widespread and prolonged heat waves over the past 27 years, while the electricity system has almost no backup of power source, low hydrological inflow to reservoirs and the fuel supply for thermopower plants decreases compared to the plan, and so on.

However, EVN and its units have made great efforts to ensure sufficient power supply for the socio-economic development of the whole country and the activities of the people in the localities during the Lunar New Year of Canh Ty, National Assembly sessions XIV,... In particular, EVN has ensured to enhance the power supply to hospitals, health facilities and isolated areas for the prevention of Covid-19.

EVN and its units have collaborated with authorities and people in localities to urgently overcome electricity incidents due to the influence of hail, tornadoes in many northern mountainous provinces, storm No. 1 and forest fires in Ha Tinh province in late June 2020; closely coordinated with the Ministry of Agriculture and Rural Development, the General Department of Irrigation and localities to operate and regulate hydropower reservoirs to meet the water demand for production and daily life; implemented 3 discharge times for production of Winter-Spring crop 2019 - 2020 for the Northern Midland and Delta.

In June 2020, the power production and import output of the whole system reached 22.01 billion kWh, an increase of 1.26% compared to that of June 2019. The average power output reached 733.8 million kWh/day, increasing by 10.54% compared to that of May 2020, of which the largest daily output reached 792.9 million kWh (9 June 2020), maximum load capacity reaches 38,617 MW (24 June 2020).

In the first 6 months of 2020, the power  production and import of the whole system reached 119.42 billion kWh, an increase of 1.74% over the same period in 2019; in which:

+ Hydropower mobilized at 21.55 billion kWh, decreasing by 27.79% over the same period in 2019;

+ Gas thermopower mobilized at 19.24 billion kWh, decreasing by 15.67% over the same period in 2019;

+ Coal thermopower mobilized at 69.77 billion kWh, increasing by 16.03% over the same period in 2019;

+ Oil-fired thermopower mobilized at 1.04 billion kWh, an increase of 41.61% over the same period in 2019;

+ Renewable energy mobilized at 5.41 billion kWh, of which solar power reached 4.71 billion kWh, an increase of 5.35 times compared to the same period in 2019.

In the first 6 months of 2020, the power produced by EVN and Power Generation Corporations (including joint stock companies) reached 66.52 billion kWh, accounting for 54.87% of the power produced by the whole system. In particular, the total output of power plants wholly owned by EVN (excluding EVNGENCO3 and joint-stock companies) reached 35.23 billion kWh, accounting for 29.5%.

In the first 6 months, the total power output of EVN is estimated at 103.17 billion kWh, increasing by 2.29% over the same period in 2019.

The transmitted output in June 2020 reached 18.41 billion kWh, the main transmission trend is in the Central - North and Central - South directions. The highest transmission level on the North – Central  transmission system is 1,190MW and the Central - South transmission is 2,120MW. In the first 6 months of 2020, the transmission power output reached 100.06 billion kWh, an increase of 1.15% over the same period in 2019.

Regarding business and customer services: By the end of June 2020, the percentage of customers have made non-cash payment for electricity is 58.40%; The rate of non-cash payment of electricity is 86.49%. All the units received and handled customer requests through service delivery channels: nearly 4.35 million electricity service requests, of which the electronic transaction rate reached 61.17%. To date, the number of requests for electricity services through the National Public Service Portal (NPSP) accounts for 76.57% of the total number of requests for public services provided by ministries/sectors/localities on this channel. Regarding the feedback of some customers about the abnormally high electricity bill, EVN has coordinated with the Consumer Protection Association and the Directorate for Standards, Metrology and Quality of Viet Nam to organize an interdisciplinary inspection team to clarify and announce the causes to the public.

Regarding support in reducing electricity price, electricity bill for power customers affected by COVID-19 pandemic: By the end of 30 June 2020, the reduction was made for 26.79 million customers with a total amount of VND 6,800.23 billion. In July 2020, EVN continued to perform the power price reduction for domestic households and in April, May and June for tourist accommodation establishments, updating the required documents before 7/16/2020.

Situation of rooftop solar power (RSP)  installation: In the first 6 months of 2020, the country has installed 13,784 RSP projects with a total capacity of 379.9MWp. Up to now, 36,161 RSP projects have been put into operation with a total capacity of 764.1MWp.

Regarding construction investment: In the first 6 months of 2020, the units have made great efforts in and focused on promoting the construction progress of projects. For power source projects: the Expanded Duyen Hai 3 Thermal Power project has been put into commercial operation; issued PAC certificate for the Expanded Vinh Tan 4 Thermal Power  Project; closing culverts to divert water into the reservoir of Thuong Kon Tum Hydropower Project to prepare for power generation in September 2020; organized the acceptance of Phuoc Thai 1 Solar Power Plant project. Other key power projects such as: Expanded Hoa Binh Hydropower, Quang Trach I Thermal Power Plant, expanded Ialy Hydropower, expanded Tri An Hydropower, etc., basically meeting the targets of the 2020 plan. For power grid projects: In June 2020, 30 works were commenced and 19 energized 110 - 500kV power grid works (including 3 500kV works, 01 220kV project, 15 110kV projects). In the first 6 months of 2020, 75 projects have been commenced, completed 56 power grid works of 110-500kV (including 7 500kV works, 06 220kV works, 43 110kV works). In particular, the project of 220kV Ninh Phuoc Substation (2x250MVA) completed energization ahead of schedule, basically releasing all renewable energy sources that have been put into operation in Ninh Thuan province; This project was selected to affix a sign board to welcome the 3rd EVN Party Congress.

Some key goals and tasks of EVN in the last 6 months of 2020

The Group's implementation of planned tasks in the last 6 months of 2020 is expected to face many difficulties, including: (i) Power  demand is forecast to continue to grow, while the power system has almost no backup of power source (ii) Water level in the hydropower reservoirs is low, especially the large hydropower reservoirs on the Da River are still low; (iii) Covid-19 pandemic in the world continues to have complicated occurrences that will affect fuel prices and financial market in capital arrangement, the import of supplies and equipment, and technical experts; (iv) Construction investment continues to face many difficulties.

With the goal of fulfilling the planned tasks in 2020, ensuring power supply for the country's socio-economic development and people's life, the Group has set a number of planned targets for the last 6 months and the whole year 2020 as follows:

- Safe and stable operation of the electricity system and electricity market, optimal mobilization of power plants in the system, following up the situation of power load, hydrography-weather and being ready to cope with extreme and disadvantageous situations. Plans of flood and storm prevention and fighting plans shall be prepared to ensure safety of dams and hydroelectric projects, and ensure safety for downstream areas in the rainy and stormy season. Actively perform propaganda on the implementation of safe and economical measures to power use to the public.

- Safe and reliable operation of the transmission grid, especially the North-South 500 kV grid system in the high transmission conditions for the South.

- Regarding investment in developing power sources: Striving to complete the generation of 2 generating units of Thuong Kon Tum hydropower project, completing to start the generation of Phuoc Thai 1 and Se San 4 solar power projects, getting ready to commence the construction of Expanded Hoa Binh Hydropower project.

- Regarding the investment in building electricity grids: Striving to energize the 500kV Vung Ang - Doc Soi - Pleiku 2 transmission line by the end of 2020; speeding up the energization of key projects such as: (i) Projects serving connection and testing of power supply for BOT plants of Hai Duong, Nghi Son and Van Phong; (ii) Projects on release of renewable energy sources: 220kV Nha Trang - Thap Cham transmission line, Cam Ranh 220kV transformer station, 220kV Lao Bao transformer station and Dong Ha - Lao Bao 220kV transmission line; (iii) Projects of capacity release for Northwestern hydropower sources, projects serving for purchasing power from Laos; (iv) Projects of ensuring power supply to the City. Hanoi, Southern region and key economic areas: West Hanoi - Thuong Tin 500kV transmission line, Hoa Binh - Ha Dong 220kV transmission line, increasing capacity of Quang Ninh 500kV transformer station; Chon Thanh 500kV transformer station; My Tho - Duc Hoa 500kV transmission line, Duc Hoa 500kV transformer station, and so on.

- Equitization and divestment: Continuing to implement procedures for equitization at Power Generation Corporations as planned; continue divesting the remaining capital of EVN at EVNFinance, EEMC.
