Reporter: The construction progress of 500kV grid, circuit 3 is urgent, but problem in site clearance and compensation (SCC) makes the overall project progress not meet the set plan. Can you tell me more?
Mr. Nguyen Duc Tuyen: As of 10 February 2020, the inventory shows the completion of foundation part reaching 99%, the site hand-out at 78%. The SCC is currently still the biggest problem in the project implementation.
The CPMB sets out the progress of handing over the foundation positions that are basically completed by the end of February 2020. The foundation positions are adjusted in accordance with the design and the positions in obstacle and difficulty will strive to be handed-over transferred by the end of March 2020.
The inventory also shows the completion the corridor part, up to now, reaching 70%, payment at 40%. The inventory progress of CPMB has strived to complete in March 2020 and approved the payment to finish it in April 2020 and first half of May 2020 for difficult positions as so to ensure overall project progress.
Reporter: As known, some provinces such as Quang Binh, Gia Lai, Kon Tum have handed over 100% of site area. What is the solution, Sir?
Mr. Nguyen Duc Tuyen: From the beginning, the branches and levels in these localities have developed a specific plan, checked out the problems to arrange meetings and consult with the competent authorities for the solutions.
The provincial leaders keep a close eye and periodically direct each specialized unit during the periodic meetings to give timely instructions. The local authorities at the district level have drastically directed the related SCC departments to develop the specific plan to implement the task as scheduled. The compensation and support policies of the localities are quite clear and practically appropriate. Officials joining in the SCC task are fairly responsible for the work, actively handle the difficulties and don’t let the situation last long. Besides, there is also a strong consensus of the households affected by the project.

Reporter: Some localities that are behind the schedule of the SCC said that the main obstacle was the procedure on changing the purpose of forest land use (POFLU). Could you share more about the issue?
Mr. Nguyen Duc Tuyen: The procedure of changing the natural forestry land to construction land for projects is quite complicated and takes a lot of time so that it could affect the progress of approving investment projects.
The project and area of changing the POFLU shall be conducted in accordance with the provincial 5 – 10 years of land-use planning approved by the Government, Resolution and the annual land-use plan adopted by Provincial People’s Council. This content often meets with obstacles due to the fact that the project has not often updated in the 5 to 10-year land-use planning by the People’s Committee. Additionally, the land area which the investor registered for the land use plan at the project is only the revoked land area at the column foundation so that the area of changing POFLU for the whole corridor will not be corresponding.
Besides, there is no provision or guideline of the competent authorities on the area of changing POFLU that needs to recover in the safe corridor. For the forestry land in the corridor, it is still transferred to the landowners for management and use after the conversion.
For the project of 500kV grid, circuit 3, thanks to the procedure approved by the Prime Minister, so that it has been favorably implemented. However, the conversion of forestry land shall be also implemented in accordance with the prescribed procedures.

Reporter: If the localities complete the site clearance in March 2020, will the project basically meet the completion schedule in June 2020 as planned, Sir?
Mr. Nguyen Duc Tuyen: If the localities actively resolve the problem to hand over the land in March 2020 (including the safe corridor), the CPMB will operate the work to meet the progress of excavating and casting the foundation items as planned.
However, the erection of poles and wiring has faced several difficulties due to problems related to some packages of steel poles supply, insulator supply and capacitor supply and construction forces.
With the above-mentioned risks, we are updating the SCC, supplying materials and equipment as well as re-calculating the schedule to make a report to the National Power Transmission Corporation and Vietnam Electricity Group for instruction and support.
The CPMB clearly defined that the delay of the project has affected the power supply for the South from 2020 and the following years. Hence, the CPMB is urging contractors to maximally mobilize the forces, urgently execute the work even in the recent Lunar New Year.
