Meeting of reviewing the progress of transmission projects serving Laos' power import organized at EVN headquarters, on 18 April 2022.
These are important projects to fulfill bilateral commitments between the two governments in the field of energy development and performance of power purchase and sale agreements.
Projects invested by the National Power Transmission Corporation include Nam Sum - Nong Cong 220kV transmission line (in service of importing power from Nam Sum Hydropower Plant cluster - Laos); Tuong Duong 220kV substation and connection (importing power from Nam Mo Hydropower Plant cluster - Laos); Dien Bien 220kV substation and connection (importing power from Nam UO5 Hydropower Plant cluster - Laos).
According to the report of EVNNPT, the Nam Sum - Nong Cong 220kV transmission line project is facing many problems in the procedures for forest use purpose conversion; the project progress of Dien Bien 220kV substation and connection was delayed due to difficulties in site clearance. Currently, only the project of Tuong Duong 220kV substation and connection is meeting the requirements set forth.
According to Power Project Management Board 1 - the operator of the Nam Mo 220kV transmission line project (Laos) - Tuong Duong (section in the Vietnamese territory), this project can be completed in June 2022 as scheduled to import power from Nam Mo Hydropower Plant cluster (Laos).
Another project, the Bo Y 220kV Switching Station and the connecting lines from the Nam Kong 1,2,3 Hydropower Plant cluster (Laos) to the Vietnamese power system, has been assigned to the Power Project Management Board 2. Currently, this project has still faced many problems in compensation for site clearance.
Tuong Duong 220kV substation (in Nghe An) has been basically completed and can be energized in June 2022
At the meeting, EVN’s General Director Tran Dinh Nhan emphasized that these are all key and urgent projects to import power from Laos to Vietnam, ensuring power supply for the northern provinces right from the summer of 2022. The General Director requested the top leaders of the units to be present at each construction site, inspecting and urging the construction contractors to accelerate the project progress. Regularly work with ministries, branches and localities in speeding up procedures for forest use purpose conversion, as well as compensation for site clearance. In the process of working with provinces/cities, if there are problems, they should promptly report them to EVN's leaders to solve them.
