Southern Power Corporation: Investment in Human Resource Development to Create Competitive Advantages

At the Southern Power Corporation (EVNSPC), the training and development of human resources through the stages have been identified in the right direction and paid attention to in right level. After 5 years (2011-2015) of implementing Human resources training and development strategy, there were 33,913 employees joining in the long-term, short-term training and knowledge fostering for level upgrading out of a total of 21,438 employees in the Corporation. For the intensive training programs, there were 111 people nominated to join the graduate programs, including 24 employees obtaining Master of Energy Administration degree, 40 employees obtaining Master of Business Administration degree and 35 employees expected to obtain the Master of Electrical Engineering degree.

EVNSPC determines that renovation of equipment, technology, building and development of highly-qualified human resources is one of the most important goals today”.

The study movement for enhancing qualification and workmanship was participated by many EVNSPC employees such as: Technical college, secondary programs, technician to engineer upgrading program, professional and customer communication skill training, Bachelor of Economics, Bachelor of Business Administration programs and management training for top and middle levels.

EVNSPC's workforce is currently at the stage of “golden manpower” with relatively young ages, mostly under 40 years old (accounting for 68%). EVNSPC identifies to utilize this source of “golden manpower”, not to recruit more employees but to focus on increasing labour productivity. If not taking advantage of the time to foster the “golden manpower”, in the next 10 years, EVNSPC will face with the risk of elderly workforce.

However, the training and learning to acquire modern science and technology and modern administration methods are still modest, not having caught up with the requirements of renovation and international economic integration; the foreign language qualification of key personnel and experts in all areas is low, although the Corporation has organized training courses on foreign languages, the result is still limited.

To complete the production and business plan for the period of 2016-2020, EVNSPC has built the human resource training and development plan for the next five years. The Corporation determines that each staff, employee, and worker will be trained in an average duration of 40 hours per year, focusing on the training programs and courses for the key tasks of each year.

At the same time, to meet the requirements of international integration, the Corporation intends to establish the English training programs abroad from 6 months upwards to ensure that the employees have adequate foreign language skills to attend the training or seminars abroad. The Corporation is also expecting to complete relevant rules and regulations to attract talents, such as: the mechanism of granting scholarships for good and distinction students for recruiting them after their graduations; mechanism of training experts and key officials of each expertise by sending them for long term training courses to the advanced electric power companies in the region.
