Turning wind into electricity
According to research findings of the World Bank, Ninh Thuan has the largest potential for wind power development in the country. The average wind speed at 65m height reaches 7.25m/s, enabling wind turbines to operate stably. This advantage has attracted many investors’ interests.
Visiting Dam Nai wind power project (40MW capacity) in Ninh Hai and Thuan Bac districts invested by Dam Nai Wind Power Joint Stock Company, we are informed that at present 3 turbines of a total capacity of more than 6MW have been put into operation. It is scheduled that the entire project will be completed in 2018. In the future, these "windmills" will turn wind into electricity. In addition to Dam Nai, other projects are being expedited to turn wind into a new energy source, which will generate electricity in 2018.
Regarding Trung Nam Wind Power Project, Mr. Tran Duc Xuyen, General Director of Trung Nam Wind Power Joint Stock Company, said: "After the first phase, the company has decided to invest nearly VND 9,000 billion to implement a wind - solar hybrid project in Bac Phong, Loi Hai communes, Thuan Bac district. The project is scheduled to complete by June 2019 with 40 wind turbines and 700,000 solar panels, etc. This is a renewable energy project combining wind and solar energy with a total capacity of 309.75MW, the largest and the first to be built in Vietnam".

Realizing dreams
According to the wind power development master plan of Ninh Thuan province for the period from 2015 to 2020 with the vision to 2030 approved by the Ministry of Industry and Trade, a total capacity of 1,429MW of wind power will be developed in the province. Ninh Thuan province has focused on promoting the attraction of investment capital, creating the most favorable conditions for investors to enjoy incentives in accordance with framework stipulated by the Government.
Ninh Thuan has rolled out a red carpet for wind power investors. Some specific typical incentives include: project investors being exempted from land rent, enjoying favorable corporate income tax rate of 10% throughout the project implementation; being exempted from corporate income tax for 4 years and 50% CIT reduction for 9 subsequent years; at the same time, being exempted from import duties on imported supplies and equipment, etc.
Mr. Pham Van Hau, Vice Chairman of the People's Committee of Ninh Thuan province, said that on August 31, 2018 the Government issued Resolution No. 115/NQ-CP on executing a number of specific mechanisms and policies to support the province’s socio-economic development, stabilizing production activities and people's life in the period 2018 - 2023. With great potential and specific supporting policies and mechanisms of the Government, Ninh Thuan is really prepared for becoming a center of wind power in particular and of renewable energy in general of the country.
Ninh Thuan will give priority to investors who have capacity, experience, advanced technology and the highest commitment to implement renewable energy projects in the province. In the coming time, the provincial People's Committee will continue to request its departments and sectors to coordinate with investors to resolve outstanding problems in investment procedures and site clearance. Wind and solar power projects after being put into commercial operation will contribute significantly to national energy security and simultaneously promoting local socio - economic development.

Ninh Thuan:
- There are 14 potential wind areas covering about 8,000ha, mainly in Thuan Bac, Thuan Nam and Ninh Phuoc districts, the average wind speed from 6.4 - 9.6m/s, ensuring wind turbine stable operation.
- 15 wind power projects have been approved for survey, investigation and feasibility development. Among them, investment decisions for 12 projects with a total capacity of 744.75MW have been made.
