On September 18th, in Hanoi, President and CEO Nguyen Anh Tuan chaired a working session with EVNNPT on the management, operation, investment, construction, and progress of power transmission projects.

Control operations, promote investment

Reporting at the meeting, Acting General Director of EVNNPT Hoang Xuan Khoi stated that as of September 16, 2026, the Corporation manages 33,833km of power lines, including 12,379km of 500kV lines and 21,454km of 220kV lines; and 223 substations with a total capacity of 153,245MVA.

In the first eight months of 2026, power transmission reached 190.146 billion kWh, an increase of 10.87% compared to that of the same period last year and equivalent to 68.77% of the annual plan. The rate of power used for transmission was 2.44%, a decrease of 0.15 percentage points compared to that of the same period but 0.04 percentage points higher than the plan assigned by EVN. All power supply reliability indicators performed better than planned.

The 500kV power grid is basically operating stably, with no overloaded lines. The main pressure is concentrated on the 220kV power grid in the North, with 28 lines and 50 transformers carrying loads exceeding 90% of their rated capacity; of which 12 lines and 22 transformers are overloaded.

During the peak of the hot season, the transmission capacity on the 500kV sections from Central to Northern Vietnam at times reached 4,624MW, equivalent to 92.5% of the transmission limit as calculated by the National Power System and Market Operator Company (NSMO).

EVNNPT has completed the entire list of scheduled tests for 2026; simultaneously, it has implemented repairs, maintenance, defect handling, and transformer replacements at several substations. UAVs, cameras, and digital tools continue to be applied in line inspections to detect abnormalities early and improve the efficiency of technical management.

Regarding investment in construction, the estimated net investment volume for the first nine months reached VND 10,863 billion, equivalent to 54% of the plan; disbursement reached VND 9,127 billion, equivalent to 45.3%. As of September 17th, EVNNPT had commenced construction on 19 projects and commissioned 22 projects.

The corporation anticipates an investment volume of approximately VND 29,830 billion for the whole year, with disbursements of approximately VND 29,139 billion, striving to commence construction on 45 projects and energize 51 projects.

Among the projects that have commenced are the Quynh Luu 500kV substation and connecting lines; the Tay Ninh 1 500kV substation and connecting lines; and upgrading the transmission capacity of the Doc Soi – Dung Quat 220kV line.

Completed projects include upgrading the capacity of the Pho Noi 500kV Substation; upgrading the capacity of the Hoa Binh 500kV Substation; the 220kV transmission line from Nhon Trach 3 Power Plant to Long Thanh 500kV Substation and the Nhon Trach Industrial Park 220kV Substation.

EVNNPT is monitoring 95 key and urgent projects and project clusters, including 54 projects in the North, 13 projects in the Central, and 28 projects in the South. The main bottlenecks relate to land clearance; land and forest land procedures; contractor selection; equipment supply schedule; contractor capacity; and coordination of power outages, connections, and acceptance testing.

Focus on the most urgent task.

EVN’s Vice President Nguyen Tai Anh requested EVNNPT to conduct a comprehensive review of investment activities, clearly define responsibilities, and focus resources on key projects serving power supply from 2027.

EVN’s Vice President Pham Hong Phuong proposed prioritizing projects to relieve   Northwest hydropower plants, import power from China, and strengthen the capacity of the Northern power grid before the 2027 dry season. Regarding projects connecting to imported power grids, EVNNPT needs to regularly update the progress with its partners to ensure synchronized implementation.

Concluding the meeting, President and CEO Nguyen Anh Tuan emphasized the particularly important role of the transmission grid in the operation of the power system. EVNNPT must simultaneously implement two key tasks: ensuring the safe and stable operation of the transmission grid and accelerating the progress of investment and construction.

Initially, EVNNPT needs to coordinate with NSMO to review the list of key and urgent projects; clearly identify projects that require priority resources, projects that cannot be completed according to plan, and the specific reasons, in order to report to EVN and the Ministry of Industry and Trade. The focus should be on projects serving electricity imports, relieving power in the Northwest and Central regions, and enhancing the safe operation of the system in 2027.

Regarding the 2026 investment and construction plan, the President and CEO of EVN requested EVNNPT to conduct a realistic assessment of the feasibility of completion, as the volume of work completed and disbursed in the first nine months was still low compared to the annual target. Each project must be reviewed in terms of volume, construction progress, disbursement capacity, and commissioning date, ensuring that the projected figures are consistent with the actual situation.

Regarding funding, EVN will consider options based on proposals from EVNNPT and will coordinate with competent authorities to report on matters beyond its jurisdiction.

Regarding organization and human resources, EVNNPT needs to specifically determine the project implementation capacity of each management board, the number of projects that can be implemented simultaneously, and the personnel needs for each work group. The Corporation needs to proactively reallocate and reassign personnel; and strengthen coordination among project management boards and the four power transmission companies.

In operational management, the President and CEO of EVN requested EVNNPT to continue applying science and technology, digital transformation, improving the data system, and enhancing online monitoring capabilities to promptly identify anomalies. The corporation also needs to review strategic spare parts and equipment and voltage control solutions to meet operational requirements as the proportion of renewable energy sources continues to increase.
