The Project clearly stated the guiding principles that information and communication work on the development and application of atomic energy, especially nuclear power, must adhere to the Party's guidelines, the State's policies and laws, and ensure consistency with approved programs, projects, and plans.
Information and communication efforts need to be proactive and pioneering in order to raise public awareness and understanding of the role and benefits of atomic energy and nuclear power, create social consensus, and promote the development of a culture of safety and security.
Information and communication regarding nuclear power, research reactors, and radiation and radioactive isotopes should go along with a suitable roadmap, ensuring proactiveness, consistency, and a systematic approach; the content should be comprehensive, objective, scientifically based, and clarify the benefits, effectiveness, and requirements for ensuring nuclear safety, security, and safeguards.
Diversify the content and forms of information and communication, while promoting the application of digital technology; establish mechanisms for direct and online coordination with the people; ensure accurate, transparent, timely, and appropriate information for each field and target group, thereby effectively serving the implementation of programs and projects in each specific stage.
Ensuring synchronization and uniformity among ministries, sectors, and localities, while strengthening international cooperation to acquire knowledge, experience, and technical support in information and communication work on the development and application of atomic energy, especially nuclear power.
The overall objective of the Project is to promote information and communication efforts to raise awareness and understanding of the benefits, effectiveness, and contributions of atomic energy, especially nuclear power, to the effective socio-economic development of the country. This will contribute to increasing support and consensus from all levels, sectors, and the people; promote a culture of safety and security; and successfully implement programs and projects for the development and application of atomic energy and nuclear power in the new era of the nation.
The Project also outlines several specific objectives, including the period up to 2030: By 2027, the Ministry of Science and Technology, the Ministry of Industry and Trade, Khanh Hoa province, Dong Nai province, Vietnam Electricity, and Vietnam National Industry - Energy Group will establish a section on atomic energy and nuclear power on their official portals; other ministries, sectors, and localities will regularly update information on atomic energy and nuclear power on their official portals.
Simultaneously, at least 60% of leaders, civil servants, and officials at relevant agencies and units of the Ministry of Science and Technology, the Ministry of Health, the Ministry of Agriculture and Environment, and the Ministry of Industry and Trade, and at least 20% of leaders, civil servants, and officials of related ministries and sectors, will have access to information on the development and application of atomic energy and nuclear power. At least 50% of people in communes where nuclear power projects and research reactors are located will have a basic understanding of the role and benefits of atomic energy, nuclear power, and safety, security, and response to nuclear radiation incidents. At least 70% of high school students and university students in Khanh Hoa and Dong Nai provinces will receive extracurricular education on atomic energy and nuclear power, and so on.
