EVN’s President and CEO holds meeting to review battery-powered energy storage systems implementation

On the morning of January 21st in Hanoi, the President and CEO of Vietnam Electricity (EVN), Nguyen Anh Tuan, chaired a meeting on preparing for the deployment of battery-based energy storage systems (BESS), aiming to concretize the objectives of the revised Power Development Plan VIII and ensure safe and stable operation of the power system in the future.
Attending the meeting were leaders from the Group's specialized departments; the Northern Power Corporation (EVNNPC); the Hanoi Power Corporation (EVNHANOI); the National Power Transmission Corporation (EVNNPT); and the Power Project Management Board No. 1.
Reporting at the meeting, EVN Planning Department Head Ho Anh Tuan stated that BESS is a crucial component identified in the revised Power Development Plan VIII. According to the plan, the total storage capacity by 2030 will reach approximately 10,000 – 16,300MW, with concentrated solar power projects required to install battery storage with a minimum capacity equal to 10% of the installed capacity and a storage time of 2 hours. For the power grid, BESS is identified as one of the solutions to improve the control and operation of the power system, along with devices such as flexible AC transmission systems (FACTS), static reactive power compensation devices (SVC, SVG), and synchronous compensators.
To implement this direction, EVN has signed a contract with the National Power System Operation and Market Company Limited (NSMO) to calculate the need for installing BESS on the transmission and distribution grid until 2030, and has assigned the power corporations and related units to review and propose feasible locations for implementation. Based on NSMO's initial calculations for the 2026-2027 period, the need for BESS installation mainly arises in the Northern region to ensure the ability to meet the peak load of the power system. The Central and Southern regions have not generated a need for BESS installation in low-growth scenarios.

In case investment diversification is necessary, NSMO proposes prioritizing the installation of BESS systems to cover peak load and prevent grid overload, while maximizing the utilization of feasible locations that have been surveyed. Regarding the feasibility of installation locations, the units have reviewed and reported the total BESS capacity that can be deployed in all three regions. In the Northern region alone, the total feasible capacity is approximately 1,335MW, concentrated at 110kV substations of EVNNPC and EVNHANOI, transmission grid projects, and some power plants.
Based on that, EVN reported and received approval from the Ministry of Industry and Trade to update the scale of BESS installation in the North into the revised Power Development Plan VIII, with a total scale of 805MW/1,610MWh, of which Hanoi City accounts for 275MW, and the remaining northern provinces account for 530MW. EVN assigned EVNNPC and EVNHANOI to implement the project according to the approved scale.
Concluding the meeting, EVN’s President and CEO Nguyen Anh Tuan requested the Group's specialized departments and relevant units to continue coordinating the review and refinement of guidelines and regulations for the deployment of BESS systems, striving for basic completion by the end of January 2026. The President and CEO emphasized that the development of technical requirements, technology selection, and operating procedures must fully comply with current regulations and standards, ensuring consistency among units.
