The site coordination meeting for the Tri An Hydropower Plant Expansion Project was held on January 27 in Dong Nai Province. The meeting was chaired by Pham Hong Phuong, Vice President of Vietnam Electricity (EVN), with representatives from EVN’s specialized departments, Power Project Management Board 3 (EVNPMB3), Power Engineering Consulting Joint Stock Company 2 (EVNPECC2), and contractors involved in the project construction.

Regaining construction “trajectory”
In the fourth quarter of 2025, EVNPMB3 closely coordinated with construction supervision consultants, engineering consultants, and the joint venture of contractors to organize simultaneous construction on multiple fronts, focusing on the project’s critical-path items. Equipment mobilization was intensified, with more than 130 machines and construction equipment regularly deployed on site, creating favorable conditions to accelerate excavation, embankment, blasting, and foundation pit construction. As a result, several work items recorded outstanding results compared to the 2025 plan, such as excavation volume for the intake cofferdam reaching 324% of the plan, embankment filling for the intake cofferdam reaching approximately 147% of the plan, etc. Supporting works for construction, such as the domestic water supply system and the 22kV construction power line, have been completed, significantly improving working conditions and labor productivity on site.

Regarding Hieu Liem Bridge, by the end of 2025, all bored piles and bridge girders had been completed; concrete works for abutments MA and MB reached about 90%; and concrete works for bridge piers surpassed 70%. These results demonstrate the strong determination of EVNPMB3 in project management, as well as the contractors’ efforts in strengthening manpower and equipment to compensate for previously delayed workloads.
Alongside accelerating construction progress, environmental, social, health, and safety (ESHS) management at the Tri An Hydropower Expansion Project has continued to be implemented by EVNPMB3 and contractors in accordance with standards approved by the World Bank (WB) and the German Development Bank (KfW).

Striving to open Hieu Liem Bridge to traffic on April 30, 2026
In the first quarter of 2026, EVNPMB3 identified its key focus as continuing to maintain a high construction pace and concentrating on the project’s critical items. For Hieu Liem Bridge, the target is to complete construction of abutments MA and MB and all five bridge piers, while preparing conditions for girder erection and deck slab construction, aiming to complete the bridge in the second quarter. At the same time, efforts will focus on completing excavation of the powerhouse foundation pit, opening technical access for construction roads (TC1, TC2, TC3, and TC4), continuing to accelerate excavation of the headrace channel, tailrace channel, intake structure, and pressure pipeline, in parallel with completing auxiliary facilities serving construction.
To ensure overall project progress, EVN Vice President Pham Hong Phuong requested all units to urgently and synchronously implement assigned tasks. For engineering consultants, it is necessary to prepare plans for providing construction drawings in line with the project’s secondary schedule, prioritize early delivery to contractors, and complete technical guidelines and promptly issue drawings related to slope stabilization in areas where excavation has been completed.

For construction contractors, the EVN Vice President required consolidation of the site management organization, supplementation of sufficient technical staff, quality management personnel, and staff in charge of environmental and social (ESHS) work.
Regarding construction and equipment management, EVN leadership required accelerating parallel construction while strictly controlling progress between excavation and stabilization works; reviewing all stabilization engineering and proactively allocating resources for areas requiring drilling and anchor installation.
For the Hieu Liem Bridge, EVN leadership emphasized that the key task is to accelerate site clearance, strictly control progress, and strive to open the bridge to traffic as scheduled on April 30, 2026.
