Accordingly, the plan sets the following goals: Accelerate the investment and construction progress of power projects according to the Power Development Master Plan, the Master Plan’s Implementation Plan, and the approved Power Supply Network Development Plan; Upgrade and further improve the power grid system of the capital to meet the requirements of scale, volume and quality, with high reserve, good adaptability, ready to effectively and flexibly exploit power sources inside and outside the city, ensuring adequate, stable and safe power supply for production - business activities and people's lives.
In addition, proactively prepare plans to ensure electricity supply in all situations, creating a solid foundation and driving force for the socio-economic development of the capital. Encourage development and prioritize exploitation of power plant projects in the city from green energy, clean energy, and waste-to-energy plants along with environmental protection and circular economic development.
Further effectively implement solutions to improve and enhance the quality of electricity services, and access to electricity, improve the investment and business environment and attract investment, better serve the electricity needs of businesses and people. Actively apply technological achievements of Industry 4.0, digital transformation in transmission, distribution, and electricity trading, optimizing the benefits and experiences of electricity customers.
At the same time, promote the implementation of underground power grid infrastructure according to Program No. 03-CTr/TU dated March 17, 2021, of the Hanoi Party Committee on urban beautification, urban development, urban economy, improve the aesthetics of the capital's power grid, especially in rural areas, towards civilization and modernity, combined with the implementation of the electricity security goal.
Inherit and further promote the implementation results of electricity development tasks in the period of 2021-2025 in the fields of: investment and construction of power system infrastructure, electrical safety, construction of new rural electricity, development of new energy and renewable energy, demand side management, electricity saving.

- Power sales output: 27,640 million kWh, growing by 7.2%.
- Power loss rate: Striving to reach 3.4%.
- Average power outage time index of medium voltage grid: Under 120 minutes.
- Power saving rate on total power consumption: 2.2%.
