On January 6, in Phu Tho Province, Hoa Binh Hydropower Company held a conference to review Party-building activities and professional performance in 2025 and to deploy tasks for 2026.
Attending the conference were Mr. Dang Huy Cuong, Member of the Standing Committee of the EVN Party Committee and Member of the EVN Board of Directors; Mr. Pham Hong Phuong, Member of the Standing Committee of the EVN Party Committee and Vice President of EVN; along with representatives of the Party Committee advisory bodies and EVN’s functional departments.
On the side of Hoa Binh Hydropower Company were Mr. Pham Van Vuong, Party Committee Secretary and Company Director; the Company’s Deputy Directors; the Chairman of the Company’s Trade Union; and 208 delegates from affiliated units.

Surpassing many key targets and tasks
In 2025, Hoa Binh Hydropower Company not only ensured a safe and stable electricity supply for the national power system but also carried out water regulation for downstream areas and coordinated the completion and commissioning of the Hoa Binh Hydropower Plant Expansion Project.
Specifically, in reservoir operation and water regulation, the Company strictly complied with the Inter-Reservoir Operation Procedures for the Red River Basin, and proactively coordinated with relevant authorities and EVN in drought prevention and flood control operations. During the dry season at the beginning of the year, the Company organized two periods of intensified power generation combined with water discharge to serve agricultural production, with a total discharged volume of 1,800 million cubic meters—an increase of 1,426 million cubic meters compared to 2024—thereby basically meeting irrigation water demand for the Northern Delta. During the rainy and flood season, amid complex hydrological developments and the late and frequent occurrence of storms, the Company operated flexibly, promptly opened bottom spillway gates, and safely regulated the reservoir, contributing to effective flood mitigation for downstream areas while ensuring the safety of the facility and the downstream region.

Power generation activities achieved positive results, surpassing the assigned plan. Electricity output in 2025 reached 9,538 million kWh, equivalent to 104.01% of the plan; the auxiliary power consumption rate was 0.71%, better than the target assigned by EVN. Key technical indicators such as the availability factor, the rate of outages due to incidents, and the rate of outages for maintenance all met and outperformed the plan. During the year, the Company also took advantage of trial operation and test generation of units at the Hoa Binh Hydropower Plant Expansion, achieving an output of 202.3 million kWh.
Alongside operations, major overhaul and repair works continued to be implemented decisively and systematically. In 2025, the Company completed all 26 out of 26 major overhaul items according to the plan assigned by EVN, covering both main and auxiliary equipment. Repair works were organized in a rigorous manner and in compliance with procedures, contributing to improved reliability and safety of the equipment system that has been in operation for many years.
In the field of investment and construction, the Company was assigned nine project items with a total budget of VND 27.7 billion. Many projects have completed construction and are undergoing audit and final settlement in accordance with regulations; the remaining projects are being actively implemented, laying the groundwork for the next phase. Asset procurement, materials management, and bidding activities were carried out in compliance with legal regulations, with 100% of bidding packages conducted online, resulting in savings of nearly 9%.
Autonomy and creativity in labor
In his directive remarks at the conference, Mr. Dang Huy Cuong, Member of the Standing Committee of the EVN Party Committee and Member of the EVN Board of Directors, assessed that the company had excellently fulfilled its tasks in a highly volatile and challenging year of 2025.

Entering 2026, Mr. Dang Huy Cuong requested that Hoa Binh Hydropower Company continue to build on the achievements attained in the past year, with a focus on several key task groups.
Regarding operations and technical work, the EVN leader noted that 2026 is forecast to remain a year with many challenges. In order to proactively handle all situations and ensure safe and efficient operation, Mr. Dang Huy Cuong required the company to actively monitor and promptly repair equipment that has been in long-term operation, so as to prevent incidents that could lead to cascading unit outages.
Hoa Binh Hydropower Company also needs to fully prepare resources to take over the operation of the Hoa Binh Hydropower Plant Expansion Project, especially in mastering control procedures, updating emergency response plans, and completing the electricity operation license for the 500kV component.
On this occasion, collectives and individuals with outstanding achievements in the 2025 performance were also awarded commendations from Vietnam Electricity and Hoa Binh Hydropower Company.
