Inauguration and Synchronization ceremony of Unit 1 - Hoa Binh Hydropower Plant Expansion Project to National Grid

On 19 August 2025, in Phu Tho Province, Vietnam Electricity (EVN) held the inauguration and synchronization ceremony of Unit 1 - Hoa Binh Hydropower Plant Expansion Project to the national grid.

Participants:

From the Government leadership: Mr. Mai Van Chinh - Member of the Party Central Committee, Deputy Prime Minister.
From the ministries and central agencies: Mr. Truong Thanh Hoai, Deputy Minister of Industry and Trade.
From Phu Tho Province leadership: Mr. Dang Xuan Phong – Member of the Party Central Committee, Secretary of the Provincial Party Committee, together with members of the Provincial Standing Committee and representatives of provincial departments and agencies.
From Vietnam Electricity (EVN): Mr. Nguyen Anh Tuan - President and CEO of EVN; Leaders of the Vietnam Electricity Trade Union; and Power Project Management Board No.1.
From the consortium of construction contractors: representatives of Truong Son Construction Corporation (Ministry of National Defense), Construction Joint Stock Company No. 47, and Lilama 10 Joint Stock Company.
Also in attendance were partners, banks, and financial institutions, including the Agence Française de Développement (AFD) and the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank).

Unit 1 of the Hoa Binh Hydropower Plant Expansion Project was successfully commissioned and synchronized to the National Power System at 04:27 AM on 19 August 2025, on the occasion of the 80th Anniversary of the National Day of the Socialist Republic of Vietnam, in line with the directive of the Prime Minister.

Once commissioned, Unit 1 with a capacity of 240MW, together with the existing Hoa Binh Hydropower Plant, will further contribute to fulfilling the Plant’s political mandate of Power Generation - Regulation - Flood Control - Water Supply - and Navigation. The construction and installation teams on site will continue to make strong efforts to complete Unit 2 by October 2025, aiming to finalize the entire project by the end of 2025. The team continues to work at full capacity.

The Hoa Binh Hydropower Plant Expansion Project is located on the right abutment of the existing Hoa Binh Hydropower Plant dam. The powerhouse is situated in Hoa Binh Ward, with an intake and approach canal in Thong Nhat Ward, Phu Tho Province. The project shares the reservoir, dam, and spillway with the existing plant. New construction items include: intake channel, intake structure, Headrace tunnel, and powerhouse.

Project Benefits upon Completion:

Enhance peak load capacity for the national power system, and optimize the use of annual floodwater discharge from the existing Hoa Binh Hydropower Plant for power generation.
Improve frequency regulation and stability of the national power system, thereby reducing system operating costs.
Reduce the workload of existing generating units, thereby extending equipment lifespan and saving on maintenance and repair costs.
