Inauguration of Hoa Binh Hydropower Plant Expansion: Additional 480MW power to the national grid

On December 19, in Phu Tho, Vietnam Electricity (EVN) officially organized the inauguration ceremony and concluded the emulation movement for the development of the Hoa Binh Hydropower Plant Expansion Project. This is one of the largest and most significant power projects, celebrating the 14th National Party Congress.

The ceremony was attended by Hero of Labor Thai Phung Ne, former Central Party Committee Member and former Minister of the Ministry of Energy.

From Phu Tho Province, the event was graced by Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Thi Hong Lam, Vice Chairwoman of the Provincial People's Council; Dinh Cong Su, Vice Chairman of the Provincial People's Committee, along with former provincial leaders and local representatives.

Representing the Vietnam General Confederation of Labor was Huynh Thanh Xuan, Vice President of the General Confederation.

From EVN, the ceremony was attended by Dang Hoang An, Party Secretary, Chairman of EVN’s Board of Directors; Nguyen Huu Tuan, Permanent Deputy Secretary of EVN’s Party Committee; Nguyen Anh Tuan, Deputy Secretary of EVN’s Party Committee, EVN President and CEO; Pham Hong Phuong, EVN Vice President; Do Duc Hung, Member of the Executive Committee of the Vietnam General Confederation of Labor, Chairman of the Vietnam Electricity Union.

The ceremony also welcomed representatives from various governmental agencies, partners, sponsors, and contractors involved in the project.

Largest hydropower expansion project in Vietnam

The Hoa Binh Hydropower Plant Expansion Project, invested by EVN, was approved by the Prime Minister under Decision No. 389/QD-TTg on April 11, 2018. This is a special project, with a total installed capacity of 480MW (consisting of two 240MW units).

At the ceremony, EVN Vice President Pham Hong Phuong emphasized that the Hoa Binh Hydropower Plant Expansion is a large-scale, complex project in terms of both technical and construction conditions. Under tight deadlines, EVN has effectively coordinated with participating units to implement a series of breakthrough construction solutions in a synchronized manner.

To date, the components of the Hoa Binh Hydropower Plant Expansion project have been completed, inspected, and approved for commissioning by EVN in accordance with the approved design, and technical standards and guidelines, ensuring quality and safety. The project has also been inspected by the State Council for Construction Project Acceptance Inspection throughout the entire process until its completion.

Bui Duc Hinh, Deputy Secretary of the Phu Tho Provincial Party Committee and Chairman of the Phu Tho Provincial People's Council, affirmed that the completion of the project coinciding with the nationwide efforts to celebrate the 14th National Party Congress is a vivid testament to the political determination, resolute leadership of the Party, State, and Government, as well as the close coordination among central ministries, local authorities, and public support, especially the dedication, creativity, and high responsibility of the project’s staff, engineers, workers, and laborers on-site.

Phu Tho provincial leaders also noted that over 30 years ago, the Hoa Binh Hydropower Plant, an iconic project on the Da River, became a symbol of the intelligence, courage, and resilience of the Vietnamese people. Since then, the plant has played a crucial role in budget revenue, ensuring national energy security, controlling floods in the Red River Delta, providing water for agricultural production, and contributing to the socio-economic development of the Northern region.

In the context of the nation’s energy transition, the need for green, sustainable development, and climate change adaptation, the expansion of the Hoa Binh Hydropower Plant -  maximizing the flow of the Da River without building additional reservoirs - is a strategic, forward-looking choice.

Project objectives and significance

  • Increase peak power capacity for the national power grid, maximally utilizing excess water during the flood season of the existing Hoa Binh Hydropower Plant for power generation.
  • Enhance the national grid’s frequency regulation and stabilization, contributing to reducing national grid operation costs.
  • Reduce the workload intensity of existing units, thereby extending equipment lifespan and saving on maintenance and repair costs.
