According to the report at the meeting, the implementation of power generation and grid projects under the revised Power Plan VIII in the province is basically on schedule. In the power generation sector, the locality is implementing several key projects such as: the Nam Dinh I Thermal Power Plant BOT project with a capacity of 1,200MW; the Ninh Binh Flexible Thermal Power Plant project with a capacity of 300MW, expected to be completed in the fourth quarter of 2027; and simultaneously studying the implementation of the Ninh Binh 2 Flexible Thermal Power Plant project with a capacity of 1,200MW in the next phase.

Regarding power transmission infrastructure, according to the revised Power Development Plan VIII, the province will build four new 500kV substations and upgrade the capacity of one substation. In the 2026-2030 period, the Nam Dinh 500kV Substation Project with a capacity of 1,800MVA is preparing for construction and is expected to be completed in 2027. The 220kV power grid system is also being actively developed with many projects under construction, in preparation for investment, or in the process of completing the necessary procedures.
In addition, 500kV and 220kV transmission line projects in the area are also being focused on implementation to improve power transmission capacity, meet the needs of industrial and urban development, and attract local investment; including projects such as: the Nho Quan - Phu Ly - Thuong Tin 500/220kV line, the Nam Dinh - Thanh Hoa - Pho Noi 500kV line, and the Nghi Son - Hung Yen 2 LNG 500kV line.
During the meeting, representatives from ministries, sectors, businesses, and localities exchanged views and clarified difficulties and obstacles in the implementation of power generation and transmission projects according to the revised Power Development Plan VIII. The main topics discussed included investment procedures, land clearance, mechanisms for implementing power transmission projects, and the need to ensure power supply for industrial parks, economic zones, and large-scale projects in the province.

Speaking at the meeting, Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh Provincial People's Committee, affirmed that the locality will focus on accelerating the land clearance process, creating the most favourable conditions for projects to be implemented with the spirit of "fastest and most efficient". For new projects, the province will strive to achieve and surpass the set progress; at the same time, it will direct departments, agencies, and localities to coordinate closely and flexibly handle issues arising during the investment approval process, creating favourable conditions for investors and contractors to implement construction projects.

Concluding the working session, Deputy Minister of Industry and Trade Nguyen Hoang Long highly appreciated Ninh Binh province's proactive approach in land clearance for power projects, and acknowledged the positive changes in the coordination and implementation of these projects in the area. Emphasizing the role of the energy sector in achieving economic growth, Deputy Minister Nguyen Hoang Long stated that to achieve double-digit growth, energy sources must be prioritized, as this directly impacts production, investment attraction, and socio-economic development of the locality. Regarding Ninh Binh province's recommendations and proposals, the Ministry of Industry and Trade will consider and synthesize them and will soon provide guidance and solutions to facilitate the implementation process.

According to EVN's report, the average growth rate of commercial power consumption in Ninh Binh province during the 2021-2025 period is 6.83% per year. Specifically in 2025, commercial power output is projected to reach 11,714 million kWh, an increase of 10.43% compared to that in 2024; and in the first quarter of 2026, it is expected to reach 2,824.70 million kWh, an increase of 13.58% compared to that in the same period in 2025.
In terms of capacity, the average growth rate for the period 2021-2025 is 5.97% per year; of which the maximum load capacity (Pmax) in 2025 is 2,240MW, an increase of 8.16% compared to 2024’s, and is expected to reach 2,531MW by 2026.
