Prime Minister attends groundbreaking ceremony and launches emulation movement for Lao Cai – Vinh Yen 500kV transmission line project

At the event, Prime Minister Pham Minh Chinh emphasized the significant importance of achieving a GDP growth target of at least 8% in 2025 and double-digit growth in the coming years. He highlighted that economic growth cannot be achieved without energy.

The Prime Minister urged ministries, sectors, agencies, and localities to continue applying lessons learned from the 500kV circuit 3 transmission line project in managing and executing this project, as well as other large-scale projects and socio-economic activities.

Accordingly, leadership, management, direction, and command must be conducted with clear thinking, strong determination, great effort, and decisive action, with a focused and prioritized approach, ensuring that each task is completed thoroughly; Assignments must be clearly defined in terms of personnel, responsibilities, timelines, deliverables, and expected outcomes, making it easy to monitor, supervise, and evaluate progress.

Regarding the timeline, the Prime Minister set a firm deadline of six months for construction. "We will meet again on August 31 to inaugurate this project! This is an order from a commander and the Government, an order driven by responsibility and the spirit of daring to think and act," the Prime Minister emphasized.

At the event, Comrade Dang Xuan Phong, Member of the Party Central Committee and Secretary of the Vinh Phuc Provincial Party Committee emphasized that recognizing the strategic importance of the Lao Cai - Vinh Yen 500kV transmission line project in ensuring national energy security and driving socio-economic development both regionally and within Vinh Phuc Province, the Vinh Phuc Provincial Party Committee and People's Committee have focused on leading and directing the implementation of land compensation and site clearance process with the highest level of responsibility. Along with the efforts of all levels and sectors, and the consensus and support of the people, Vinh Phuc has now basically completed land compensation and site clearance and handed over 100 foundation positions to the investor for project construction according to the planned schedule.

Secretary of the Provincial Party Committee, Dang Xuan Phong, emphasized that today’s early groundbreaking ceremony marks only the initial success, as a significant workload remains ahead. A crucial factor in ensuring the project’s completion on schedule is the timely clearance of the transmission corridor as planned. On behalf of the leadership of the provinces through which the project passes, Dang Xuan Phong pledged to the Prime Minister that every effort will be made to basically complete the right-of-way clearance by April 30, 2025. In particular, Vinh Phuc commits to completing and handing over the site by April 15, 2025, 15 days ahead of the timeline set by the State Steering Committee for key national and energy sector projects.

At the ceremony, Comrade Nguyen Dinh Khang, Member of the Party Central Committee and President of the Vietnam General Confederation of Labor (VGCL), stated that the VGCL and Vietnam Electricity (EVN) had signed Joint Plan No. 7089/KH-TLD-EVN on December 8, 2024, launching a competitive movement to accelerate the investment and construction of EVN's key projects in 2025, which include seven major projects. The competitive movement is initiated by the VGCL in collaboration with EVN under the theme: "Three Pioneering - Two Responsibilities."

For the "Lao Cai – Vinh Yen 500kV Transmission Line Project," the competitive movement aims to achieve the following key milestones: Completion of foundation casting: By May 2025; Completion of tower erection: By July 2025; Completion of conductor stringing: By August 2025; And completion of project energization: By August 31, 2025
