Implementation of large-scale wind power projects
According to the revised Power Development Plan VIII, Quang Tri Province has been allocated a total wind power capacity of 4,614 MW. To date, the province has 24 wind power projects in operation with a combined capacity of 1,102.2MW. The projects corresponding to the remaining capacity are currently at various stages of development, ranging from the completion of investment procedures and land clearance to construction.
Recently, the People's Committee of Quang Tri province approved the investment policy for the Phuc Loc Tho Wind Power Plant project, to be executed by the consortium of Dong Tam Group JSC and Qair International.

Wind power project in Huong Phung Commune, Quang Tri Province
The project is being developed in the nearshore waters off the northern part of Quang Tri Province, within an area extending up to six nautical miles offshore and covering Bac Gianh Ward, Dong Trach Commune, and Hoan Lao Commune. The survey and study area covers approximately 14,568 hectares, with seabed depths ranging from 17 to 22 meters.
The plant has a designed capacity of 200MW and is expected to generate approximately 515.86GWh of electricity annually. The project comprises 32 wind turbines, each with a capacity of approximately 6.25 MW, along with a 35/500 kV substation and a 500 kV transmission line spanning roughly 27.5 km.
Under the approved grid connection plan, the project will include the construction of a 500 kV single-circuit transmission line connecting the plant to the 500 kV busbar of the Quang Trach Thermal Power Plant.
The project’s estimated total investment is approximately VND 8,507 billion, covering a total land and water surface area of about 69 hectares, of which approximately 55 hectares are water surface.
The Quang Tri Provincial People’s Committee requires the investor selection process to be completed within six months from the date of approval of the investment policy, while the procedures for land allocation, land lease, and allocation of the marine area must be completed within six months following completion of the investor selection process. The project must be put into commercial operation no later than 2029.
The Phuc Loc Tho Wind Power Plant is one of three nearshore wind power projects in Quang Tri that have received investment policy approval, with all turbine towers located offshore.
Meanwhile, the Cam Lo Wind Power Plant project is also making progress. The Quang Tri Provincial People's Committee has approved Xuan Cau Holdings Joint Stock Company as the project investor.
The project previously received investment policy approval from the Quang Tri Provincial People’s Committee under Decision No. 2319/QD-UBND dated 27 June 2025, with a total investment of VND 6.5 trillion. This comprises VND 1,300 billion in investor equity and VND 5,200 billion in mobilized capital.
According to the plan, the project will carry out compensation, site clearance, resettlement, and unexploded ordnance (UXO) clearance from the first to the second quarter of 2026; execute infrastructure construction from the fourth quarter of 2026 to the first quarter of 2027; and commence construction and equipment installation from the first quarter of 2027 to the second quarter of 2028. The project is expected to undergo acceptance testing and trial operation and enter commercial operation in Q2 2028.
Notably, to ensure feasibility, the Quang Tri Provincial People's Committee requires the investor to work with competent authorities to determine the feasibility of grid connection, power transmission, and capacity evacuation before proceeding with further investment procedures.
If the conditions for grid connection, power transmission, and power evacuation are not met, the investor shall not be permitted to proceed with the project and shall bear all associated costs and risks.
Power Generation and Transmission Capacity Gradually Enhanced
According to data from the Industry and Trade sector, Quang Tri currently has 39 energy projects with a combined capacity of over 1,569MW that are generating power and operating commercially. These include 24 wind power projects (1,102.2MW), 11 hydropower projects (181.5MW), 4 ground-mounted solar power projects (159.2 MW), and 1,204 rooftop solar power systems with a total capacity of 126.7 MW.
In addition to operational projects, Quang Tri has 8 wind power projects currently under construction, with a total capacity of approximately 316MW.
Currently, the province’s transmission grid comprises two 500kV substations with a combined capacity of 900MVA and eight 500kV transmission circuits connecting power plants, with a total length of 843.2 km.
Regarding the 220kV grid, Quang Tri has four substations with a total capacity of 1,375MVA and twelve 220kV transmission line circuits connecting wind power plants, covering a total length of 447.2 km.
With its existing power generation capacity and substantial potential for further wind power development under the approved plans, Quang Tri is well positioned to gradually strengthen its role in Central Vietnam’s energy landscape.
