According to the report of EVNPMB 2, Quang Trach Power Center includes 3 projects: Infrastructure project for construction and operation of Quang Trach I and Quang Trach II Thermal Power Plants, in which the port for coal import can receive ships with the deadweight tonnage of 100,000DWT; Quang Trach I Thermal Power Plant Project (2 x 600MW) and Quang Trach II Thermal Power Plant Project (2 x 600MW). The projects' objective is to supply electricity to the national power system, with an output of about 8.4 billion kWh per plant per year, contributing to ensuring electricity security for the system; at the same time, contributing to local socio-economic development, increasing budget revenue for Quang Binh province, and creating more employment for people in the region.
On 17 June 2021, EVN held a contract signing ceremony for package No.15 (EPC-QT1) for engineering, procurement and construction (EPC) of Quang Trach I Thermal Power Plant Project with a consortium of contractors including three large enterprises in the construction industry from three countries: Japan (Mitsubishi Corporation), South Korea (Hyundai Engineering & Construction) and Vietnam (Construction Corporation No. 1). Power Project Management Board No.2 has been assigned by EVN to manage the bidding package as the representative of the project owner, together with other projects at Quang Trach Power Center with a total area of about 48.6 hectares.
Regarding construction progress, supporting items to serve construction including power plant gate and fence, site leveling for main powerhouse, coal conveyor route, cooling water system from coal conveyor into Quang Trach I Thermal Power Plant; power system for construction; drainage channel; and renovating offices and houses of the project management board have presently been basically completed.
Mr. Ho Sy Hung, Vice Chairman of the Commission for the Management of State Capital at Enterprises inspected and reviewed the implementation of projects at Quang Trach Power Center.
The plant uses the most advanced technology in Vietnam with pulverized coal-fired boiler (PC), conventional condensing steam turbine, supercritical steam parameters. The concentration of substances in the exhaust gas and wastewater before being discharged into the environment not only meets the current regulations and standards on environmental protection of Vietnamese law but also meets the World Bank's (WB) set of standards. On the other hand, the ash and slag of Quang Trach I Thermal Power Plant is a clean material that can be used in many other industries and has been ordered by a number of businesses in the area to be consumed.
On behalf of EVN, Mr. Nguyen Tai Anh made a proposal to the Commission for the Management of State Capital at Enterprises on consulting with the People's Committee of Quang Binh Province to direct the speeding up of the compensation and site clearance progress with the aim of completing the process and handing over the site to the contractors in the first quarter of 2022.
