Signing Ceremony of Construction Contract for Bac Ai Pumped Storage Hydropower Plant – Phase 2, Batch 1

On February 13, 2025, in Hanoi, Vietnam Electricity (EVN), the Power Project Management Board 3, and the EPC consortium—including Lung Lo Construction Corporation, Song Da Corporation, LILAMA 10 JSC, SCI E&C JSC, Construction 47 JSC, Truong Son Construction Corporation, and Vietnam Construction and Import-Export Corporation—held the contract signing ceremony for Package 02XL-BA: "Construction and Installation of Works for the Bac Ai Pumped Storage Hydropower Plant – Phase 2, Batch 1," which is part of the Bac Ai Pumped Storage Hydropower Project in Ninh Thuan Province

The ceremony was attended by representatives from the Committee for Management of State Capital at Enterprises, the Department of Electricity and Renewable Energy under the Ministry of Industry and Trade, EVN leadership, the Power Project Management Board 3, and the EPC consortium members.

The Bac Ai Pumped Storage Hydropower Project, located in Ninh Thuan Province, was approved under the National Power Development Plan for 2021–2030, with a vision toward 2050, by the Prime Minister. The project has a total capacity of 1,200MW, consisting of four turbine/pump-generator/motor units, each with a capacity of 300MW. The total investment capital is approximately VND 21,100 billion, sourced from loans and EVN’s allocated funds. The first generating unit is expected to begin operation in December 2029, with full project completion scheduled for May 2031.

Package 02XL-BA is the primary construction contract of the project, covering the following key tasks:

(i) Construction and installation of major project components, including the pressure tunnel, upper surge tank, underground powerhouse, 500kV switchyard, discharge tunnel, lower surge tank, and lower valve chamber;

(ii) Excavation and tunneling works for underground construction;

(iii) Development of access roads to support construction and operational activities;

(iv) Installation of a 22kV power supply system for construction purposes;

(v) Establishment of water supply systems for both construction and domestic use;

(vi) Construction of auxiliary facilities, including worker camps and other necessary infrastructure to support the project.

Statement by Director of Power Project Management Board 3 (under EVN)

Through a competitive national online bidding process, the EPC consortium—including Lung Lo Construction Corporation, Song Da Corporation, LILAMA 10 JSC, SCI E&C JSC, Construction 47 JSC, Truong Son Construction Corporation, and Vietnam Construction and Import-Export Corporation—was awarded Package 02XL-BA with a total contract value of VND 4,334 billion. The contract duration is approximately 81 months, with the commissioning timeline as follows:

Unit 1: December 2029

Unit 2: April 2030

Unit 3: August 2030

Unit 4: December 2030

Full contract completion: May 2031

Statement by representative of EPC Consortium

Speaking at the signing ceremony, a representative of Vietnam Electricity (EVN) leadership emphasized that this is the first pumped storage hydropower project in Vietnam and one of EVN’s key projects in 2025.

During the investment preparation and project implementation phases, EVN has received significant guidance and support from the Government, the Ministry of Industry and Trade, and the Committee for Management of State Capital at Enterprises. Additionally, close coordination with the People’s Committee of Ninh Thuan Province and relevant provincial departments has been crucial in developing an appropriate construction strategy, selecting qualified contractors, and ensuring compliance with safety, schedule, and quality standards.

EVN has assigned the Power Project Management Board 3 and the EPC consortium for Package 02XL-BA to oversee project management and construction. They are required to strictly adhere to quality and environmental standards, mobilize resources efficiently, and accelerate construction progress to complete the project on schedule.
