In the Report on Vietnam Provincial Competitiveness Index 2022 (PCI 2022), Infrastructure in PCI 2022 includes 5 areas: (1) Industrial Park, (2) Road, (3) Electricity, (4) Telecommunications, and (5) Other Infrastructures. For the 6th year in a row, electricity has maintained its leading position in the Infrastructure Index in PCI, Access-to-electricity index is the area that has recorded the most positive changes, with 62.5% of enterprises rated at the level of change as Very Good/Good. Besides, according to the assessment of domestic enterprises, power quality is also one of the bright spots in the quality of infrastructure in 63 provinces and state-run cities.
The power sector continues to be the highest rated by 1,300 FDI enterprises in terms of infrastructure quality in 2022. Power quality continues to receive positive reviews from FDI enterprises over the years.
In order to achieve positive results in terms of electricity services, in recent years, Vietnam Electricity (EVN) has drastically implemented a series of measures, especially applying digital transformation to improve services and improve the quality of power supply. 100% electric service is provided online at level 4. From January 2022, EVN has announced the digital ecosystem - EVNCONNECT, completing the connection with the National Database on Population and the Electronic Invoice System of the General Department of Taxation, 5 months ahead of the Prime Minister's request. By the end of 2022, over 92% of customers paid electricity bills in non-cash form; 99.91% of electricity service inquiries are received through the Customer Care Center, the Center for Public Administration, and the Public Services; The rate of transactions signing power purchase and sale contracts by electronic method reached 99.37%.
The quality of the power supply is constantly being improved. Infrastructure in the electricity sector has been continuously upgraded in recent years. By the end of 2022, the number of communes nationwide energized will reach 100% and the number of households using electricity will reach 99.7%, of which the number of rural households supplied with power will reach 99.53%.
Efforts made to reform electricity service procedures and improve the quality of power supply have contributed to the improvement of Vietnam's access-to-electricity index (which is one of 10 indexes for assessing the business environment) of Vietnam ranks 27/190 countries and economies in the world and 4th in the ASEAN region. The encouraging results have been recognized by VCCI and the business community as an important driving force for Vietnam Electricity to further improve, continuously improving the quality of power supply and customer service.
