Ceremony of implementing construction and launching emulation for completing discharge gate work cluster of Bac Ai Pumped-Storage Hydropower Project

Vietnam Electricity (EVN) organized in Bac Ai district, Ninh Thuan province, the Ceremony of implementing construction and launching emulation for completing the discharge gate work cluster of Bac Ai Pumped-Storage Hydropower Project (PSHP), on 6 January 2020.

Bac Ai PSHP project, which is located in Phuoc Hoa and Phuoc Tan communes, Bac Ai district, Ninh Thuan province, is included by the Prime Minister in the list of generation projects under the Adjusted National Power Development Plan for the period of 2011-2020 with a vision to year 2030 (Adjusted Power Planning VII). Vietnam Electricity is the Investor of this project.

Bac Ai PSHP, which is one of the first pumped-storage hydropower projects ever implemented in Vietnam, includes four power units with a total capacity of 1,200 MW. The total investment of this project will be about VND21,100 billion. Bac Ai PSHP will use water from the Song Cai reservoir which belongs to Tan My irrigation system as its lower reservoir. Water is pumped from this lower reservoir to the upper one in order to generate power through two parallel tunnels with diameters from 5.5m to 7.5m and a total length of each tunnel of more than 2,700m. The plant is equipped with technology integrating Reversible Pumps-Turbines and Reversible Motors-Generators, which is among the most advanced and modern equipment in the world today.

Bac Ai PSHP plays an important role in the national power system, with the task of generating power to cover the peak-load, storing generation capacity, helping to stabilize the power system, controlling the power frequency and being an adjustment tool to help the national power system operates stably and safely in the context that the installed capacity of solar power plants is increasing dramatically. Recently, renewable energy, particularly solar power, has been booming in Ninh Thuan and Binh Thuan provinces. It is expected that by the end of 2020, Ninh Thuan and Binh Thuan provinces alone will produce more than 3,000MW, and by 2025, over 4,500MW of wind and solar power. Bac Ai PSHP, which is expected to be put into operation in the 2025-2030 period, will play a very large and significant energy storage system.

The entire Bac Ai PSHP is divided into two phases: (i) Stage 1: Construction of the discharge gate work cluster, planned to be completed in April 2021, in synch with the water storage schedule of Song Cai reservoir - Tan My irrigation system project. (ii) Phase 2: Construction of main work items in early 2022 to ensure generation progress in December 2026. The entire project is expected to be completed by the end of 2028.

Giving a speech at the ceremony, the Head of the Committee for Management of State Capital at Enterprises required the leaders and people of Ninh Thuan province, Bac Ai district and related communes, to create favorable conditions to help the investor as well as design, construction and supervision units complete their task. Besides, the Committee for Management of State Capital at Enterprises also required Vietnam Electricity to direct the Power Project Management Board No. 3 to coordinate properly with the contractor and the consulting units on the construction site to build the discharge gate work cluster of Bac Ai PSHP, ensuring quality and safety, meeting environmental requirements and completing the project on schedule, ensuring the water storage schedule of Song Cai reservoir under Tan My irrigation project of Ministry of Agriculture and Rural Development in early April 2021.

Also on the occasion of organizing the ceremony, Vietnam Electricity granted VND300 million to the Bac Ai district in order to implement social security activities for the people.
