Chairman of EVN  Member Council Duong Quang Thanh: Improving the quality of human resources, striving to be on top of ASEAN

At the interview of new year with the reporter from Electricity magazine, EVN’s Party Secretary, Chairman of Member Council, Mr. Duong Quang Thanh said that in 2018, the Group chose the theme "Improving the quality of human resources" for developing EVN to become one of leading power groups in ASEAN.

Reporter: Dear Sir, in 2017, EVN has "reached the goal" with impressive achievements. How have the Group and its units overcome the difficulties and challenges to achieve these results?

Mr. Duong Quang Thanh: In 2017, the weather underwent abnormal fluctuations. Severe storms and floods caused heavy damage to the power system. The total estimated value of damage to the electricity sector was up to over VND 600 billion. Additionally, input costs for electricity production were also continuously increasing, such as fluctuation in exchange rate, coal price, gas price, water resources tax, environmental service fees, etc. Besides, the capital arrangement for investment in power projects faced many difficulties because of the Government’s policy on loan guarantee limitation.

     Given that situation, the Group received close attention and guidance to overcoming difficulties and timely support from the Government, the Ministry of Industry and Trade and other relevant agencies. Especially, the efforts in overcoming difficulties made by officials and employees of the Group are very important, helping EVN achieve many outstanding results in production – business activities.

In 2017, the Group's production and outsourcing output reached 192.45 billion kWh, increasing by 8.6%; the domestic commercial electricity reached 173.1 billion kWh, increasing by 9.16% compared with 2016. The electricity system continued to be stably, safely operated; the capacity of power sources put into operation surpassed the targeted plan, many key power grid projects of supplying power to Hanoi and other provinces, high power load had been completed. EVN continues to affirm the key role in securing sufficient power supply for socio-economic development of the country and serving the people's life.

Reporter: Could you tell us the main results that EVN have “gained” when implementing the 2017’s theme of "Science and Technology Promotion"?

Mr. Duong Quang Thanh: The Group extensively implemented the contents of this theme to all member units and gained many positive results, especially in corporate governance, electricity system operation, trading and customer services, etc. EVN has completed the revision and promulgation of the Science and Technology (S&T) Operation Regulation, creating a legal foundation for enhancing human resources and setting up a network of officials working in S&T at the Group and its units.

In terms of operation administration, the Group has implemented an ERP (Material Financial Management) system from the Group to the level-3 units and is implementing the ERP system to the level-4 ones; completed upgrading and putting the E-Office 3.0 system into the applications in units, integrated electronic signatures, supplemented functions which can be used on mobile devices to become a powerful tool in the corporate operation and administration, step by step completed solutions for smart grid development, enhanced the application of repair technology without power outage, etc.

As a result, the Group's production - business and customer services plan in 2017 achieved positive results, significantly contributing to the improvement of electricity access index as well as the satisfaction level of electricity users.

Reporter: Many experts and customers think that EVN has "scored a special point" when the electricity access index was evaluated to increase 32 levels by the Doing Business of the World Bank, he estimated how do you think about this result?

Mr. Duong Quang Thanh: I think that this result represents the efforts made by EVN and its subsidiaries. EVN has synchronously implemented many solutions to improve administration efficiency, promote the application of science and technology, especially in newly power supply, ensuring transparency, better quality in the simpler, more convenient direction for customers.

As a result, Vietnam's electricity access index reached 78.69/100 points in 2017, increasing by 32 points compared to the ranking in 2016 and ranked at 64/190 countries, economies, which has been the greatest improvement on the ranking since 2013. With this result, Vietnam's electricity access index has been better than the requirements by the Government and significantly contributed to improving the business environment as well as enhancing the national competitiveness. Besides, Vietnam power supply reliability and price transparency reached 6/8 points, increasing by 3 points compared to 2016. This factor has been significantly improved in the past year; this is recognized by Doing Business regarding EVN's reforms in providing stable, reliable, transparent and transparent electricity services.

By the end of 2017, 100% of EVN's electricity services were online implemented. This is one of efforts to further improve the quality of customer services, improve the reliability of power supply, contributing to increasing the competitiveness of the economy, better serving the needs of electricity users. In fact, the Group's 2017 power supply targets strongly surpassed the plan. In which, the average power outage to customers is 1,077 minutes, decreasing by 35% compared to year 2016’s.

Reporter: It is known that in 2018, the Group has selected the theme of "Improving the quality of human resources". Could you please tell us the purpose and meaning of this theme?

Mr. Duong Quang Thanh: We think that human resources play a decisive role. In order to secure the power supply for socio-economic development of the country and people's life with increasingly better quality of electricity and customer services, improving the quality of human resources is a crucial issue. In addition, this theme is consistent with the development of the Group in the Fourth Industrial Revolution, as well as the restructuring roadmap of the Group and meeting the requirements specified in Resolution No.18-NQ/TW dated 25 October 2017 of the Central Party Executive Board, ensuring high quality human resources of advanced level and modern administration, developing the Group into one of the leading power groups in ASEAN.

Main targets and plans of EVN in 2018

- Electricity production and purchase: 210.49 billion kWh, increasing by 9.38% compared with 2017;

- Commercial electricity: 190.54 billion kWh, increasing by 9.5% compared with 2017;

- Total power loss of the whole Group: 7.2%;

- Criteria of power supply reliability of the whole Group: Average time of electricity outage to customers (SAIDI): 728 minutes (decreasing by 32% compared to 2017), SAIFI: 9.97 times, MAIFI: 2,0 times;

- Construction investment with a total value of VND117.842 billion;

- Labour productivity of electricity production and business to be increased by 8-10% compared with year 2017’s.
