In respect of this subject, Mr Le Van Danh, Deputy General Director of Power Generation Joint Stock Corporation 3 (EVNGENCO3) has said: “This Decision has opened the way for many thermal power companies as well as enterprises who are in need of slag and ash materials, helping them complete many large projects while minimizing their adverse impacts on local environment. This is a very important, feasible and long-term solution; basically resolving the issue of slag and ash consumption at Vinh Tan Thermal Power Plant No. 2 (TPP) as the demand in the locality is quite large”.
Using cement to reinforce the surface of slag disposal site
Vinh Tan Thermal Power Company under EVNGENCO3 has issued offering document for treatment of slag and ash at Vinh Tan TPP No.2 to turn it into backfilling material for industrial parks and highways in Dau Giay - Phan Thiet - Vinh Hao sections. This service shall be conducted in accordance with the applicable standards and regulations issued by Ministry of Science and Technology
Previously, to accelerate the consumption process, Vinh Tan Thermal Power Company has taken the initiative in signing a cooperation agreement with VIG Group in using the slag and ash of Mao Khe – Quang Ninh Thermal Power Plant as material for Thanh Tuyen Construction Material Factory. The consumption output is about 2,000 tons per day (accounting for 50% of the daily output of Vinh Tan TPP No. 2), to be started in early 2019.
VIG Group has also arranged a field visit at Vinh Tan TPP No. 2 to collect samples and conduct renting land in Vinh Tan to construct unbaked brick factory. The Provincial People's Committee has approved the investment proposal from VIG Group, expanding the consumption of slag and ash from many TPPs in Vinh Tan.
At the same time, Vinh Tan Thermal Power Company also created a favourable condition (free of charge) for companies intending to transport and use slag and ash as construction materials. So far, the volume allocated to these companies has been more than 200,000 tons. For example, just for the slag and ash extracted from the disposal site shared between Vinh Tan TPP No. 4 and Vinh Tan TPP No. 2, a contract for consumption of all the daily-discharged slag and ash volume was signed by the company with many companies such as: Hoang Son Fly Ash and Cement JSC, Nhat Truong Binh Thuan Single-Member Limited Liability Company, THT Trading and Development JSC. The material is used to produce unbaked bricks and cement.
Beside the above-mentioned solutions, EVNGENCO3 and the Project Management Board of Vinh Tan Thermal Power Project have also set up a project to build a Vinh Tan Power Center pressure pipeline system for exporting the fly ash to consuming companies by seaway as approved in Decision No. 1562 of Ministry of Industry and Trade. This project shall be commenced in the fourth quarter of 2018.
